Legal Action

Legal Action (LA) is a Lebanese non-profit organisation comprised of human rights lawyers focused on identifying creative avenues for accessing justice for those who are experiencing protracted violations of their human rights. LA is funded by Legal Action Worldwide (LAW), an independent and unique  non-profit network and think tank of lawyers who provide creative legal assistance in fragile and conflict-affected areas.

 

In 2018, a consortium led by Euromed Feminist Initiative will implement a multi-county project “Strengthening access to protection, participation and services for women refugees, IDPs and host communities”, funded by the EU Regional Trust Fund in Response to the Syrian Crisis – MADAD. The overall objective is to improve the livelihood, agency and legal and social protection for Syrian women refugees, IDPs and host communities in the region, with focus on Lebanon, Iraq (Kurdistan Region) and Jordan. 

 

In Lebanon the project is implemented by a consortium composed of Euromed Feminist Initiative, Care International in Lebanon, Lebanese Democratic Women Gathering and Legal Action. The objectives are to enhance in Lebanon security and resilience for Syrian women refugees and women from host communities through supporting and coordinating comprehensive and structured services and referral mechanisms, as well as to support national institutions in their work towards more gender sensitive policy frameworks and legislation.

 

LA’s focus will be on the provision of legal aid, advice, information and representation for survivors of sexual and gender-based violence. Legal aid services will be provided by lawyers and Legal Information Officers (LIOs) operating out of 12 Social Development Centres (SDCs) across Lebanon.

Responsibilities

 

Accounting roles

  • Oversee financial procedures (receipts, payments, payroll), including recording of transactions related to programme activities;
  • Implementation and monitor financial controls including bank reconciliations and other control accounts, finance reports, etc;
  • Ensure and oversee accurate data entry into the QuickBooks ledger accounting system for monthly reporting;
  • Prepare financial reports to donors and management;
  • Organise and manage internal and external audits as per donor policies where appropriate;
  • Produce statutory (legal) accounts and other legal returns for LA;
  • Develop, implement and maintain financial policies and procedures taking into consideration donor requirements where applicable;
  • Ensure the financial policies and procedures are followed across the organization;
  • Monitoring of expenses to budget.

 

Logistics and administrative roles

  • Manage the office administrative activities including preparation and follow up of the office administrative budget and support costs;
  • Ensure LA policies for HR and administration functions are updated and implemented;
  • Manage the contracts for services and supplies, and ensure they are within the policy and guidelines;
  • Support all logistics-related activities including travel and security and ensure policies and procedures for procurement and services are followed;
  • Organise the procurement, use, replacement, and disposal of equipment in accordance with LA and donor policies and procedures.

 

Minimum qualifications, requirements and competencies:

 

  • A minimum of five years’ experience in financial management, professional designation preferred;
  • Experience with an International NGO essential;
  • Bachelors Degree in Business Administration or Accounting;
  • Certified in Public Accounting (CPA) or Certified Public Secretaries (CPS) preferred;
  • Solid competences in MS Office, advanced Excel and IT tools.
  • Good knowledge of ERP Systems preferably Navision and QuickBooks;
  • Ability to work effectively and accurately on multiple tasks and manage own deadlines;
  • Ability to work with minimum supervision;
  • Fluency in English and Arabic is essential. Fluency in French is an asset.

  • High level of organization and sense of prioritization of tasks;
  • Good communication and presentation skills (verbal and written);
  • Flexible and proactive with ability to manage different demands (multi-tasking);
  • Attention to detail and timelines (ability to meet deadlines on time);
  • Good understanding of general HR/Admin procedures and policies statutory requirements, and good financial/accounting background;
  • Able to work independently and can prioritize and organize tasks assigned.
