Livelihood Project Manager

OBJECTIVES

Under the responsibility of the Area Coordinator and with the support of the coordination team and HQ, the Livelihood Project Manager will be responsible to:

  • Ensure the implementation of the project in collaboration with the partners
  • Implement sector-specific assessments and feed into the design of new projects
  • Identify, assess and support new partners for livelihoods activities
  • Support the professional development of project staff

 

 

The Livelihood Project Manager must keep all the data confidential, and share it only with the designated persons.

In coordination with: Coordination team and Technical Unit based in Amman

 

 

MAIN TASKS

 

  1. Project Management
  1. Assessment and Project Design
  • Organize and lead assessments and mapping related to the dedicated sector of interventions;
  • Feed into project design together with the relevant Technical Coordinator;
  • Contribute to strategy development and provide input on needs and gaps;
  • Provide programmatic and technical inputs to project proposals and concept notes;
  • Define project’s needs and organize the project’s resources efficiently to ensure the achievement of expected project’s results;
  1. Planning, Implementation and Monitoring:
  • Contribute to the production and review of project documentation and tools;
  • Constantly monitor the setup, processes, tools and frame of intervention at each level (rehabilitation centres, hospitals/care houses, camps and communities) in close collaboration with the Technical Advisors and the operational team;
  • Ensure proper planning and implementation of the project’s activities according to the defined strategy and targets. Compile and provide the operational monthly action plan;
  • Follow up and monitor the project activities and related objectives & indicators;
  • According to analysis of the situation and evolution of needs, propose adaptations of the project in tight collaboration with the operational and technical team;
  1. Partnership
  • Participate in the identification and assessment of the partners’ organizational, operational, and technical capacities related to fields of expertise;
  • With support from the technical unit, train partners on HI technical tools, standards and methodologies;
  • Ensure the implementation of operational partnerships related to the project;
  • Participate in the monthly performance review of partnerships;
  • Upon request, prepare and organize meetings and workshops with the partners;
  1. Support Services
  • Manage the project’s budget: compile and provide monthly budget forecast of the project and ensure regular budget monitoring (request reallocations and revisions if required);
  • Oversee the procurement, transportation and warehousing of the basic needs items with logistics, ensuring that all the required processes are followed, respective documentation is collected and quality is maintained up until the point of distribution;
  • With the support of Admin and Logistics departments and with the Area Coordinator, ensure that sufficient support services resources (HR, guidelines) are available to implement project activities robustly and in line with sector-wide best practise;
  1. Lessons Learnt
  • Provide the Programme and Technical Coordinators with relevant information in order to facilitate the identification of  interesting thematic areas for knowledge capitalization and lessons learning purposes;
  • If needed, contribute towards the design/adaptation of tools to capture experience, knowledge and know-how in close collaboration with the operational team, Technical and MEAL Units;
  • Provide the Programme Coordination with relevant information in order to facilitate the filling of such capitalization tools;

 

  1. Team Management
  • Ensure proper human resources supervision in collaboration with the administration department;
  • Ensure that the projects communication and coordination mechanisms among the team and between its members are clear, well adapted and implemented properly, especially through regular coordination meetings organized at the different levels but also with all the teams;
  • Support the operational team members in defining his/her action plan and time-frame for reaching defined goals through Individual Action Plan (IAP);
  • Plan and build the capacity of the operational team to increase their knowledge of the project management cycle and reporting;
  • Ensure conflict resolution (personal and professional) within the team with the support of the  line manager and participate in the disciplinary procedures if required;
  • In close collaboration with the Admin department, ensure a proper HR follow-up of the staff through regular individual interviews and appraisals;
    • Contribute to the recruitment of the project staff and ensure the new team members’ integration (induction);
    • Ensure strict application and respect of the internal regulations
    • Fill in attendance sheets and follow up leave requests, sick leaves, etc.;
    • Conduct regular appraisals (on-the-job and formal appraisal) of the supervised staff;

 

  1. Representation and External Coordination
  • Represent  HI with  the relevant national and international organisations in the relevant sector working groups in order to facilitate the implementation of project activities and explore potential areas for collaboration;

 

  1. Internal Coordination and Reporting
  • Participate actively in program meetings (weekly meeting, bi weekly operational meeting);
  • Liaise with the HI Technical Unit in order to get the appropriate support to ensure quality requirements are met;
  • Liaise with support departments (Finance, Human Resources and Logistics) in regards with the project activities and in compliance with HI and donors’ procedures and tools;
  • Ensure an effective coordination with other Project Managers of the mission;
  • Ensure regular reporting on your activities to the Area Coordinator and/or mission upon request (coordination meeting, workshop meeting, etc.);
  • Compile and provide a monthly situation report (SITREP);
  • Compile and Provide a monthly project management box;
  • Contribute to other reports, project proposals and documentation as required;
  • Deliver a mission report and/or handover document at the end of the mission;
  • Debriefing with HQ at the end of the mission;

 

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

 

REQUIREMENTS

 

Education and Experience:

  • Mandatory:
    • A relevant university degree e.g. project development, livelihoods, etc.;
    • At least 4 years of experience in humanitarian work;
    • At least 2 years of experience managing livelihoods projects;
    • Strong financial management skills;
    • Strong project management skills are compulsory, especially organisational and team management skills (including training & capacity building);
    • Experience in emergency humanitarian context;
    • Experience in capacity building – in remote contexts would be an asset;
    • Strong reporting skills;
  • Desirable:
    • Experience in remote management is an asset;
    • Experience in conducting livelihoods assessments and/or implementing livelihoods programmes;
    • Experience in cash based assistance;
    • Previous experience of working with partners;

 

Professional and Personal Skills:

  • Strong interpersonal and communication skills both written and spoken;
  • Flexibility and ability to adapt quickly to any change/constraint
  • Ability to work under high pressure, without constant supervision and to respect important security constraints
  • Detail-oriented
  • High level of motivation and proactivity
  • Strong organizational skills;

 

Computer Skills:

  • Strong computer skills (use of MS Word, Excel, Outlook and other relevant software);

 

Language:

    • Fluency in oral and written English is compulsory;
    • Fluency in oral and written Arabic is compulsory;

     

    JOB CONDITIONS

    • Remuneration: according to HI salary grid
    • Starting date: ASAP
    • Duration/ Type of contract: 6 months renewable based on a project timeline
    • Others: Health insurance
