Outreach Officer - Climate-Smart Livelihoods Initiatives and Market Access Tailoring (CLIMAT)
CLIMAT is a one-year Food for Training (FFT) project implemented by Cooperation Without Borders (CWB) and the Environment and Sustainable Development Unit (ESDU) at the American University of Beirut and funded by the German Cooperation through the World Food Program (WFP). It aims to sustainably improve the skills, capacities and livelihood opportunities of vulnerable Lebanese and Syrian refugees in Northeast Baalbeck and West Bekaa. CLIMAT will build capacities for women and youth, provide agriculture training for individuals and cooperatives including skills building and material support, and create market linkages. Three value chains will be targeted including small ruminant production, alternative and climate-smart agricultural crop production, and agro-food processing.
Under this project, CWB is seeking to recruit Outreach Officers who will assist in the provision of social interventions and support to vulnerable Lebanese and Syrian refugees in Northeast Baalbeck. The Outreach Officer will be required to conduct assessments and case management including follow up to ensure beneficiaries in Northeast Baalbeck receive appropriate services. CWB operates field offices in Ras Baalbek and Kherbet Kanafar where the Outreach Officer will be present depending on the need.
Objectives
The Outreach Officer shall be responsible for particular tasks related to the selection of the beneficiaries, monitoring activities, communication with stakeholders involved in the project, as well as assistance in the implementation and monitoring of project activities.
Scope of Work
The Outreach Officer will be primarily responsible of the following activities:
- Assist in the identification of beneficiaries among vulnerable Lebanese and Syrian refugees
- Assist in the social assessments and keep track of socio-economic risks faced by refugees and host community
- Make regular visits to municipalities and households to assess the needs and progress of the community targeted by FFT project
- Assist in outreach and community dialogue activities on issues related to capacity building for women, youth and farmers targeted by the project for training and skills improvement
- Make referrals to CWB Coordinator on behalf of beneficiaries and follow up to facilitate access to external services
- Develop files for all beneficiaries (soft and hard) and ensure that case management is in line with CWB Coordinator
- Mobilize and organize target communities in the respective site office to form community structures that will be responsible for spearheading project activities in line with the approved project description and work plan
- Assess and analyze community sensitive interventions geared towards building resilience and self-reliance
- Conduct support groups and committee meetings and participate in community forums
- Relocate or face a longer commute as and when required
Essential Minimum Qualifications
- University degree in social sciences, community development, economics or related fields
- Proven work experience in humanitarian position with similar scope of work
- Excellent communication skills
- Knowledge and exposure to the social and cultural values of the region
- Basic knowledge of climate smart agriculture principles
- Excellent knowledge of Arabic and English languages
Main Deliverables/Expected achievements:
- Beneficiaries are selected according to well-defined eligibility criteria.
- Relevant assessments analyzing beneficiaries’ vulnerability, needs and progress are conducted.
- Required files and documents of beneficiaries are obtained.
- Support groups and committee meetings are conducted whenever required.
- Regular visits to municipalities and households are held.
- Beneficiaries’ concerns are raised to Project Coordinator.
- Target communities are mobilized and prepared for the reception of assets, trainings and equipment, and facilitation is ensured for a proper implementation of on-site activities.
- Good connections are established with relevant municipalities and targeted communities.
- Weekly and monthly reporting to CWB Coordinator is held.
