Our Team

Oxfam in Lebanon is increasingly working at local, national and international levels to improve the protection of civilian populations in situations of insecurity and displacement. The Senior Project Officer will be part of Oxfam’s efforts to bring about improvements to the safety of civilian populations in Lebanon, as well as local and national change in the protection framework applied to refugees and to civilian populations.

Job Purpose

The role will combine technical support and collaboration in the field in implementation of gender-sensitive community-level protection activities, vulnerability assessment for cash-based interventions, monitoring and evaluation of programme activities, as well as collaboration and coordination among partners, and support to community-based protection activities and advocacy on protection issues. The officer will ensure liaison and coordination of the partner’s work and link their work with the rest of Oxfam’s protection and cash work in Lebanon. In addition, the officer will support partner’s activities and budget planning, monitoring and evaluation activities, donor reporting and will assist in responding to capacity building needs in collaboration with other protection programme staff.

key Responsibilities

Project implementation and management

  • Responsible to ensure the quality and compliance with sector and Oxfam standards in the implementation of the protection and cash components of the project;
  • Join and support partners in field activities, adopting and implementing a community-based protection approach (community mobilisation, assessment of vulnerable cases for cash assistance, delivery of information about services and entitlements, local–level advocacy and monitoring protection issues affecting target population…);
  • Coordinate the joint work of partners for project activities targeting same areas and communities, ensuring the overall direction and objectives of the project are maintained, and that activities are delivered in line with project timelines and standards;
  • Under the supervision of the PM, work with partners’ teams to develop and regularly monitor work plans and spending plans for project implementation that ensure project activities are implemented properly in line with donor requirements;
  • Responsible for analysing data from referrals and producing referral analysis reports upon request;
  • Coordinate with the Monitoring, Evaluation, Accountability and Learning (MEAL) team for the design and implementation of all MEAL activities together with partners for all stages (baseline and endline, learning reviews, project indicators monitoring, and other relevant monitoring activities), and ensure learning is captured and that programme activities are adapted accordingly;
  • Review partners’ project reports, support in the production of MEAL-related reports and submit to PM and coordinators on a regular basis as needed.

 

Technical support and capacity development

  • Support the partners in defining the methods of community engagement that ensure the greatest possible participation of vulnerable groups;
  • Support in training community focal points on referrals to specialized service providers and referral pathways;
  • Regularly support and coach partner staff in the delivery of training sessions in field activities, and ensure quality reporting;
  • Contribute to identifying areas for partners’ capacity building needs on protection topics and share with the relevant managers;

 

Temporary Cash Assistance

  • Work closely with Liban Post to ensure beneficiaries receive their cash in a timely, safe and respectful manner;
  • Work closely with the Project Assistants to ensure that cash documentation is accurately completed, compiled and returned to the Finance Department in a timely manner;
  • Act as a liaison between communities, Social Development Centres, and the Oxfam office regarding cash-related activities and report any identified issues to the Project Manager;
  • In coordination with the partners and the Social Development Centres of the Ministry of Social Affairs, monitor the identification of households in the community, vulnerability assessments, and protection referrals to ensure the smooth running of the project;
  • Support data collection activities, reporting and case studies as required.

 

Research and advocacy

  • Provide regular context update on the political and humanitarian environment in North Lebanon;
  • Support Oxfam and partners’ research projects and influencing initiatives at the local level.

 

External representation

  • Follow up with external stakeholders (INGOs, national organisations, local institutions), including service providers, and contribute to identifying possible collaborations;

 

  • In coordination with the PM, represent – where appropriate - Oxfam externally through participation in relevant protection coordination (such as protection WG) and other relevant inter-agency coordination groups (such as Basic Assistance WG), as well as with local authorities.

  • Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights;
  • Understanding of and commitment to adhere to equity, diversity, gender equality, child safety and staff health and wellbeing principles.

 

 

skills, experience and knowledge

Essential

 

  1. A Bachelor’s degree in social sciences, international development, or other relevant fields;
  2. At least 4 years of experience in working with communities in humanitarian or development contexts, in particular with displaced or refugee populations;
  3. At least 3 years of experience working in protection programmes;
  4. Excellent written and verbal communication skills to motivate, influence and negotiate both internally and externally;
  5. Fluent English and Arabic skills;
  6. Previous experience in working in partnership with national/local civil society organisations, and of collaborating with national or local authorities.

 

Desirable

 

  1. Previous knowledge of and/or experience in emergency cash assistance or other cash-based humanitarian interventions. Protection professionals with relevant cash experience are strongly preferred;
  2. Experience in policy and advocacy work;
  3. Previous team leading/management experience;
  4. Experience in community-based protection preferred;
  5. Experience in building the capacity of the team internally and of external stakeholders;
  6. Experience working in North Lebanon, with preference for applicants residing in and/or have experience working in Tripoli.
