WASH/ Shelter Project Manager

Job Summary

 

The main purpose of the position is, under the guidance of the WASH/Shelter Programme Manager, to implement Concern’s multi-sectoral programme under UNHCR funding, in residential and non-residential settings, informal tented settlements (ITS) and targeted municipalities in Akkar and North Governorate. It includes the following activities:

 

  • Lead identification of area for Shelter and WASH intervention following the Area-Based Approach (ABA) methodology developed by UNHCR
  • Upgrade of occupied and unoccupied shelters and common areas in Collective sites against secure of tenure
  • Winterization assistance and distribution of shelter and NFI kits in response to emergencies
  • Lead a pilot for Cash for winterization
  • Provision of Emergency Cash Assistance
  • Assessments (e.g. technical, social or Rapid Needs Assessments for new refugee influx, evictions or extreme weather conditions)
  • Fire prevention activities in residential, non-residential settings and ITSs
  • Site improvement in informal settlements to decrease flooding risk, improve accessibility (especially for PWSNs), and create children friendly spaces.
  • Awareness raising at household level on hygiene, Menstrual Hygiene Management and water conservation
  • Rehabilitation/construction of storm water channel
  • Carry out a small water supply project at municipality level
  • Sanitation Improvements in Collective sites, with installation of septic tanks and other small scale wastewater treatment plants
  • Protection and community outreach (case identification and subsequent referral for service provision)

 

Under the direction of the WASH/Shelter Programme Manager, the Project Manager will plan, coordinate and monitor the works of 6 engineers, 2 Hygiene Promotion officers, 1 Water Quality Analyst, 6 Community mobilisers, 1 Protection officer, 6 volunteers involved in winterisation assessment and distribution.

 

 

Duties and Responsibilities

 

  1. Programme Development
  1. Develop ABA strategy in the selected municipality in collaboration with the WASH/Shelter  Programme Manager and the WASH/Shelter Team
  2. Design and schedule the project activities consistent with the output targets and objectives of the programme in collaboration with the WASH/Shelter Programme Manager
  3. Ensure Programme Quality through working closely with the MEAL team to develop the M&E system to measure impact, outcomes and outputs.
  4. Participate in the development of quality and accountability initiatives [eg. Referral management, Complaints Response Mechanism]
  5. Develop community support strategy in residential/non-residential settings, IS and municipality in collaboration with the WASH/Shelter Programme Manager and the Shelter/WASH Team
  6. Support the social team (HP and Community mobilisers) in designing the awareness raising activities, including mass events, to target gaps in hygiene, MHM, water conservation etc.

 

  1. Programme Management
  1. Ensure that the programme is being implemented in accordance with the objectives agreed with the donor, Concern procedures, and best practice
  2. Develop weekly, monthly and quarterly work plans and ensure that these are implemented
  3. Ensure the preparation of detailed implementation work plans(weekly, monthly and quarterly work plans) and provide the necessary guidance and support to the team to achieve timely and quality implementation of activities.

  5. Ensure that accurate programme databases are maintained
  6. Assist the WASH/Shelter programme manager in budget planning revision and management in coordination with the finance team
  7. Liaise as necessary with other Concern programmes, systems, and logistic / procurement teams
  8. Provide technical and management oversight and supervision of the multi-sectoral programme in informal settlements and at municipal level.
  9. Assist with ensuring all programme targets are reached in accordance with agreed programme objectives, as per donor contracts, in line with the overall programme approach and ensure integration with other programme activities.
  10. Oversee the preparation of technical documents such as tenders and BOQs, and oversee material and equipment purchases and delivery as necessary to ensure that Concerns’ and donors’ policies and procedures are applied and followed.
  11. Ensure all necessary permits and permission from local authorities and landowners are in place in advance for carrying out all the project activities.
  12. Manage the implementation of an M&E system to monitor progress and capture impact of projects and to make necessary adjustments to work plans if necessary in a timely manner.
  13. Monitor case identification within target populations and subsequent referral for service provision (health, education, legal assistance, livelihoods, WASH, etc.).
  14. Promote community mobilization and a social behavior change approach with target populations during household visits and focus groups in residential/non-residential settings, informal settlements and in targeted municipalities.
  15. Support the Hygiene Promoters and Community mobilisers to sensitize target populations to key public health risks to prevent the deterioration in hygiene conditions in informal settlements and residential/non-residential settings..

 

  1. Reporting and Information Management
    1. Ensure that Concern’s and donors’ reporting commitments are met, including weekly, monthly, quarterly reports as necessary in accordance with Concern’s procedures and those of donors
    2. Ensure that collected project data and documents are properly stored, analysed and backed-up.

 

  1. Representation and Coordination
  1. Participate in Shelter working groups and Cash working groups at a Governorate or National level
  2. Coordinate the project activities with different stakeholders, including area based committees and municipalities
  3. Work closely with UNHCR for guidance and support

 

  1. Staff Management
    1. Support your team in fulfilment of their tasks
    2. Supervise the  daily activities in the field and in the office
    3. Evaluate the  staff’s work performance in accordance with Concern administrative procedures
    4. Provide technical support and on-going on-the-job training and coaching to staff.
    5. Identify staff training needs, but also Program Participants needs, and recommend on-job or other capacity building measures in consultation with the Programmes Director, Concern technical advisor and the HR department.
    6. Proper planning of staff leave and absences

 6. Surveys, site assessments, preparation of designs and documentation

  1. Lead the profiling of the area shortlisted under ABA in collaboration with UNHCR, including consultation with local stakeholders, participatory assessment, secondary data analysis, and response design
  2. Oversee the Post-distribution Monitoring of Winterization activity and Shelter upgrade, in collaboration with the MEAL department;
  3.  Ensure proper follow up of beneficiaries after receipt of the services for additional support and referral
  4. Conduct technical surveys and assessments of informal settlements for site improvement works (measured drawings, photographs, narrative) noting all topographic features (site levels, vegetation, soil  quality, adjacent water ways or sources etc.), number and layout of tents, and the extent of existing infrastructure.
  5. Support the technical team in preparing all detailed scope of works and designs including all necessary drawings, specifications, and Bill of Quantities
  6. Prepare tender and contract documentation
  7. Assist in the technical evaluation of submitted quotations and recommendation of contract awards
  8. Ensure case identification within target populations and subsequent referral for service provision (health, education, legal assistance, livelihoods, WASH, etc.)
  9. Support in sharing of experience of the project

 

  1. Implementation of Shelter and WASH activities following the ABA
    1. Supervise, coordinate and report on the progress of the project activities to the WASH/Shelter programme manager
    2. Ensure that all upgrade and installation works conform to specifications and are of the highest quality
    3. Promptly notify the contractor of defective works and ensure that they are rectified
    4. Monitor progress on site relative to the project programme / timeline
    5. Record, note, and justify any additions or variations to the works
    6. Certify project completion
    7. Carry out interim / final measurement relative to the BOQ and recommend payment amounts
    8. Prepare payment documentation
    9. Prepare a post completion project report [narrative and photographs]
    10. Complete contractor performance assessments
    11. Ensure proper contracting, field level oversight, works certification and payment preparation processes for contractors and other service providers engaged to execute water supply, sanitation and site improvement works in informal settlements.
    12. Monitor warehouse material stock and dispatches (including contingency stock) to avoid idle stocking, and ensure deliveries are done and utilized in compliance with Concern procedures.

    4. Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6)
    5. Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required

 

Skills, Qualifications, Experience and Attitude Required

  • Degree or equivalent in Engineering, certificate in building/construction or related technical qualification with relevant experience
  • Good knowledge or degree or equivalent in Community Mobilization, Public Health, Hygiene Promotion, related technical qualification with relevant experience 
  • Minimum of 3 years’ experience in engineering, Shelter and WASH activities preferably residential, non-residential and in Informal Settlements
  • Knowledge and experience of participatory methods of community engagement and sensitisation.
  • Experience in conducting surveys, managing and analysing data and statistics
  • Leadership and supervisory skills and ability to foster team spirit.
  • Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
  • Report writing skills and computer skills in word processing and spreadsheets.
  • Experience in monitoring construction and managing contractors is highly desirable
  • Very good knowledge of English both written and oral
  • Willingness to have long working hours, stay in the camps and travel to sites when required.
