INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices.
Job Purpose:
Lead, coordinate and support the implementation of protection-related activities in areas of intervention, in particular Legal assistance and protection monitoring, develop trend analysis according to INTERSOS Protection Strategy and in line with international Protection Guidelines.
Guarantee the correct and efficient implementation of the projects protection-related activities in and the overall supervision of the project team on protection level.
Generic Duties:
Program Development:
- Develop and/or contextualize protection-related tools and mechanisms, more specifically on Child Protection and GBV key concepts and related issues to support and improve quality of program implementation
- Ensure a permanent protection mainstreaming and monitoring of protection activities throughout project
- Build staff capacity on protection-related issues and tools throughout project implementation particularly legal components
- Organize regular meetings to prepare, manage and regularly update the protection project activities work plan and related financial plan, ensuring timely and quality implementation in compliance with the defined project strategy as well as INTERSOS and donor guidelines;
- Ensure timely and quality implementation of the work plan in coordination with the project manager and the protection coordinator
- Ensure smooth communication and coordination between Protection and Program within project implementation to harmonize approaches and methodologies of response, share challenges and best practices and ensure protection mainstreaming into the other sectors of intervention;
- Support the development, implementation and evaluation of the mission strategy and programme in reference to the Protection Sector, , providing technical inputs and recommendations for new and ongoing interventions in the country.
Coordination & Representation:
- Develop and maintain effective working relationship with stakeholders including partner agencies and service providers in the target areas for prompt referral, follow up and information sharing.
- Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services.
- Proactively participate in protection and relevant INTERSOS coordination meeting at the national, regional and district level.
- Liaising with field-offices of humanitarian agencies and coordinate with Donor Sub-Office to ensure field concerns and challenges are brought to relevant stakeholders.
- Manage and join field staffs in monitoring protection issues affecting refugees from Syria and Lebanese host population.
- Participate in Donor coordination working group and also bi-lateral coordination meetings with organizations (local and international) when required.
Monitoring & Reporting:
- Contribute to quality reporting through protection trends analysis feeding into monthly reporting
- Undertake field visits to provide technical guidance and supervision as well as regularly monitoring of the progress of the protection project activities.
- Evaluate and analyse protection-related activities of project in coordination with Program Manager to provide adequate and quality response
- Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention.
Human Resources:
- Support in recruitment and selection of the protection project national staff.
- Train all protection project national staff on protection key principles and protection-related issues, the guiding principles underlying the response approach.
- Train all protection project national staff on Legal key principles.
- Support, coordinate and supervise the protection project national staff and evaluate their performance, especially from the technical point of view.
Specific duties:
Legal assistance:
- Supervise the work-plan and division of the monthly legal activities with related targets and budget available for each activity;
- Check and approve monthly risk analyses prepared by the PO for LA;
- Organize monthly meetings with the PO for LA to monitor progress of activities according to monthly targets and expenditure and adjust figures and plans;
- Organize regular meetings with TBA staff and lawyers to collect regular updates on the progress of cases
- Provide daily technical advice regarding the implementation of legal and protection monitoring activities
- Follow up and monitor the quality of the legal awareness sessions, legal counselling and assistance delivered on the field through M&E and tracking tools
- Liaise with UNHCR legal focal points to receive and share updates regarding project activities
- Deliver trainings and capacity building to legal assistants, case workers, senior case worker and interns on legal information (Law 422, 293...etc) as well as GBV and CP principles and guidelines.
Protection Monitoring:
- Supervise the design of the work plan, implementation and protection monitoring activities ensuring qualitative and timely planning, implementation and monitoring/evaluation of the component.
- Supervise and contribute to the drafting of internal/external reports (weekly/monthly and quarterly) according to INTERSOS and donor requirements ensuring that reports are of a high quality and submitted on time.
- Elaborate on trends and protection situation analysis to feed into weekly/monthly/quarterly reports submitted to UNHCR.
- Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention.
- Ensure the referral mechanism system is properly applied and monitored.

- Minimum 5 years of relevant experience.
