OBJECTIVE OF THE POSITION:

The Protection& Referral officer will support the implementation of protection and referral project activities in close collaboration and coordination with the other project team members, partners and under the supervision of the project manager.

Effective referral mechanisms and link with protection monitoring/case management systems are essential in ensuring that persons with special needs are identified, their needs are correctly assessed and that they receive cross-sectorial support.

REPONSIBILITIES:

Responsibility 1: IMPLEMENTATION OF REFERRAL AND COORDINATION ACTIVITIES

Activities:

 

  • Regular meetings with IRC case management team
  • Support and follow up project partners’ involvement in the RIMS “Referral Information Management System”.
  • Contribute to the identification and mapping of the different community stakeholders based on the project/ activities requirement.
  • Ensure that within each partner, protection staff are working effectively with the rest of the team.
  • Support partners’ coordination with other local, national and international stakeholders.
  • Attend the protection working groups mainly in Bekaa and Ersal areas, and assure that project partners are participating to the protection working groups.

 

Responsibility 2:  Support project patners to have, implement, monitor and evaluate Safeguarding framework

Activities:

  • Ensure that project partner are aware about Safeguarding policies and procedures.
  • Promote rights of refugees, and other persons of concern and ensure best possible application of international human rights standards.
  • Ensure capacity building for the project partners’ staff and any other sector staff to provide basic counseling, delivering protection awareness sessions.
  • Work closely with partner’s protection staff to enable them to ensure that:
    •  Project beneficiaries are aware about their rights. 
    • Project beneficiaries are informed about the project activities and their legal rights and counselled on means by which they may receive assistance from other organizations.
  • Assess the project partners’ safe guarding situations.
  •  Provide improvement action plan to ensure that project partners’ safe guarding policies / procedures are existing and linked to that of HI’s brand values.
  • Provide awareness sessions, training, coaching…. On safeguarding related topics based on the needs of partners.
  • Review the partners’ safeguarding improvement action frame work at quarterly bases, providing recommendations for improvement.

 

 

Responsibility 3: MONITORING AND EVALUATION

Activities:

  • Participate to the identification of potential project beneficiaries and/ or stakeholders (committees, networks…) in the targeted areas according to the project criteria.
  • Regular field visits to project partners for monitoring and follow up on referral, protection and safe guarding.
  • Contribute to assess the satisfaction of project beneficiaries related to referral and protection component using questionnaires and FGDs, and use the results to provide recommendations to improve rehabilitation services provided by project partners.
  • Participate and contribute to the different meetings done within the project scope (HI-SP meetings, project review meetings, project steering committee meetings…)
  • Organize and lead individual and collective meetings with partners and stakeholders based on the needs.
  • Train the staff on proper data collection on referral.
  • Collecting reports from project’s local partners, and contribute to the finalization of these reports in collaboration with the project team.
  • Keep all data of the project recorded in the different Project Monitoring and Evaluation Tools.
  • Follow up on Partnership agreements.

 

 

Responsibility 4: CAPITALIZATION AND IDENTIFICATION OF NEEDS

Activities:

  • Contribute to provide regular reports to the project Manager on protection/Referral activities and numbers of beneficiaries reached.
  • Raise new protection trends/gaps/challenges/needs and propose possible adaptation of the program.
  • Participate in needs assessments, impact evaluations and studies in order to determine the effectiveness of HI response.
  • Participate in the construction of a monitoring system and relevant indicators along with other team members.
  • Keep documentation, records and data required for the project
  • Participate in preparing needs assessments related to capacity building within the project frame.

Participate in drawing up pluri-annual strategies and/or the annual implementation plans of the projects she/ he works on

 

THE SUCCESSFUL CANDIDATE will have:

 

  • Time management, organizational skills and ability to prioritize work.
  • Ability to work in a multidisciplinary team.
  • Excellent communication, problem solving, interpersonal and conflict resolution skills.
  • Ability to communicate with partners and stakeholders and do so directly but diplomatically.
  • Ability to adhere to ethical consideration and principles with regards to work with vulnerable populations.
  • Cultural sensitivity
  • Open-minded to project constraints; ability to work under pressure in an unstable and changing environment.
  • Ability to travel in the country.
  • Basic Microsoft office and Internet use.
  •  Fluency in English and Arabic.

 

EDUCATION AND EXPERIENCE:

 

  • BA in social work, communication, information management or any other related field.
  • At least 1-3 years of experience in a similar position or other field position. (database and referral position; protection officers)
  • Familiarity with international protection and human rights legal standards.
  • Good knowledge of protection issues faced by Syrian refugees and host communities.
  • Understanding of the humanitarian values and a commitment to assist the most vulnerable.
  • Experience working with Persons with Disabilities and/or MH problems.
  • Experience in designing and/ or using tools for needs assessment, data collection and data analysis
  • Protection case management experience is desirable.
  • RIMS knowledge is desirable.
  • Prior experience in working with governmental authorities is a plus.
  • Knowledge on how to communicate with vulnerable population groups, such as women, children, youth, elderly, disable and refugees
  • Excellent knowledge and understanding of local communities and customary rules;
  • Excellent analysis and reporting skills;

Basic salary range for the position : From 2.131.910 – 2.305.873 LBP based on experience and according to HI salary Grid.
