The International Committee of the Red Cross (ICRC) has been present in Lebanon since 1967 and has carried out its humanitarian work through different periods of conflict, including Lebanon’s 15-year-long civil war from 1975–1990. We are currently responding to the rapidly growing needs of displaced people fleeing war and violence across the region into Lebanon as well as the local communities hosting them.
We are based in Beirut and have offices in Tripoli, Tyr and Zahle.
Purpose:
Health Field Officer contributes to implementing, running and monitoring the health program (s) in cooperation with the health team, according to the objectives set out in the delegation's annual planning (Planning for Results) for a specific geographic area or field of activities. Based on the skills required for this position, s/he has the capacity to oversee programs with a degree of autonomy and contributes actively to planning and coordinating health activities at field level.
Certifications / Education required:
Degree in medicine, nursing or other relevant health profession.
Qualifications in public health or health management a strong asset
Fluent written and spoken English
Good computer skills
3 to 5 years work experience in the medical or nursing field
Good connections with local health authorities or groups of interest for the ICRC
Excellent knowledge of the assigned geographic area
Good analytical skills
Functional responsibilities
Primary Health Care Activities
Implements health programs (assessment, planning, monitoring and evaluation) of PHC activities within his/her geographic area or field of responsibility
Assists the Health Delegate on the reflection on the overall health situation; specifically regarding the mapping and analysis of PHC activities in the region and on planning and designing operational strategies for the health program in the South
Conducts field assessments and regular field visits to monitor activities and health-related threats to the population
Is responsible for the monthly data collection and monitoring, to ensure that is properly recorded and accurate in line with ICRC tools (MAD)
Helps to support and develop health education activities at PHC level and community level
Does regular visits to the ICRC supported PHCs to monitor supply deliveries, to collect data, to provide support and discuss technical and administrative issues with the relevant staff
Ensures proper management of information collected and appropriate, relevant reporting
Helps organize meetings; advises staff members on various matters such as culture, politics, the economy, security, etc.
Interprets at meetings and translates documents into local languages
Liaises and builds networks with local stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of health programs. Represents the ICRC vis-à-vis national authorities
Liaises with other Assistance Departments as required to advocate for needs of the target group
Emergency response for Weapon Wounded patients (WW)
Is the focal point for casualty chain (Emergency weapon wounded referrals to Al Raee and from Al Raee to Rafic Hariri University Hospital RHUH) on duty call a one week rotation
Closely monitor patients admitted in hospitals via regular visits
Liaise with stabilization hospital clinical and administrative staff to ensure a smooth admission, stabilization and transfer of WW patients
Liaise with, and refer patients to other departments as required
Contribute to the contingency planning and preparedness of the delegation to respond to WW following any outbreaks of violence inside Lebanon
Works in collaboration with others members of the team following the communication lines being respectful and diplomatic as a part of a multidisciplinary and multicultural team
Support to ICRC Tripoli Hospital Project and Physical Rehabilitation Program (PRP)
Liaise with Tripoli hospital Focal Point and PRP team about patient in need of clinical interventions. Refer the WW to partner humanitarian organizations when ICRC’s operations do not meet their specific needs

Reporting and statistics
Contributes to the regular weekly reports
Provides ad hoc reports, messages regarding relevant health issues if needed and upon request
Reports on identified problems with accuracy and without delay
Regular update of the Medical Data Base (MAD), and contributes to the health analysis
Writes field trip reports, Minutes of Meetings and other reports
Maintains databases for WW, PRP register, delivery of medical assistance, and so on.
Keeps files up-to-date at all times
Registers and treats information (general and specific) accurately and with confidentiality.
Participates actively in weekly meetings
Support to Health team in charge
Act as reference point during the health delegate absences
Gives support to Palestinian files during Health FO absences
