A. Role and Responsibilities
1. Quality assurance of health programme activities
- Works in close collaboration with the Health Coordinator, Health Project Managers and Quality Assurance Advisors on the definition and improvement of quality support to health service providers.
- Reports on regular basis to the Health Coordinator.
- Undertakes trainings need assessments (TNA) of project health staff in the mission.
- Organises meetings and facilitates training for health staff based on the TNA and other occurring training needs.
- Develops in coordination with Health Coordinator and Health Project Managers training plans for PUI health staff and coordinates actively trainings with local and international partners (UN agencies, MoH staff, hospitals and others).
- Develops and implements Standard Operation Procedures (SOP) in coordination with the Health Coordinator, Medical Advisors, Community Health Advisors and Project Managers.
- Assess and ensures that tools and practices across the whole mission are harmonized and capitalized and in coherence with PUI health framework, international and national health standards and guidelines.
- Ensures proper archiving of all the documents, tools and training materials produced and ensures the availability for all the health teams in the mission.
- In coordination with the Medical Advisors and Health Project Managers, he/she ensures appropriate implementation of the Flat Fee Model as per Standard Operation Procedures.
- Ensures reports on health activities and works with the Pharmacy advisor on identifying the Medication, Medical Equipment and Medical Consumable needs.
- Continuously supports the Medical Advisors and Health Project Managers through direct supervision, checklists and observations.
- Ensures that epidemiological data are recorded, analyzed and shared by the health team in coordination with the Health Coordinator, Project and AMEA Managers.
- Supports and trains, in coordination with the Medical Advisors, Pharmacy Advisor and Health Project Managers, the health team on medical logistical orders to ensure that requests are in line with needs and that orders are received and documented as per procurement guidelines.
- Ensures follow-up and analysis of epidemiological morbidity data, in collaboration with the Health Information Team Leader and Medical Advisor
- Leads needs assessments to be undertaken related to programs to ensure medical needs & service provision gaps, medical equipment, medications and medical consumables, in collaboration with the PHCC and community Managers, Pharmacy Advisors, Pharmacists, and Medical Advisor;
- Completes regular visits to the field to ensure proper implementation of activities, to determine gaps and follow up on implementation by the field teams
- Ensures the implementation of monitoring and/or evaluation processes according to the MEAL Strategy plan defined on project needs;
- Undertakes monthly analyses and transmit the analyzed data to the Program Department (Grants Officer, MEAL Coordinator and Health Coordinator). Depending on the needs of the projects and/or the data collected, produce and disseminate reports of the monitoring and evaluation exercises to the relevant people;
- Ensures proper archiving of all the documents, tools and training materials produced in the context of project(s) and ensure the availability of the verification sources mentioned in the proposals or sub contract agreement;
- Ensures the suitability of programs and their accordance with the Health Policy and framework of operations of PU-AMI.
- Coordinates with Partners to ensure the support of the delivery of MoPH training at supported PHCCs.
2. Technical HR Recruitment
- Familiarize himself/herself with the Internal Rules and Procedures of PU-AMI for the mission, and ensure that they are known and respected by the team;
- Supports the Health Coordinator in developing Job Descriptions and technical tests job if requested or prepare/Support members of the team if needed, and participate in the technical assessment of candidates when appropriate.
3. Ensure the representation of PU-AMI towards healthcare providers
- Represents PU-AMI with local actors involved in the implementation of health programs, and ensures that good relations are maintained with each of them;
- He/She, when necessary, participates in Health Working Group meetings and reports on highlights to the Health Coordinator and Field Coordinator. He/she also participates in other coordination meetings, representing PUI at both regional and national level when necessary.
- In the event of visits from Donors, he/she participates actively in the preparation and the smooth organization of the visit.
4. Ensure the safety of property and people
- Ensures that the safety plan is known by the team, and that safety rules are respected;
- Contributes to data collection on safety issues in his/her field of operations and disseminate them to the Deputy Field Coordinator/Field Coordinator and Security Manager regularly or on an ad-hoc basis if urgent;
- Ensures that project(s), methodologies, or selection criteria do not place beneficiaries, PU-AMI staff or any other persons in harm’s way. Alert the Deputy Field Coordinator/Field Coordinator and Security Manager without delay, in case of impending danger to teams or beneficiaries;
5. Contribute to the development of new proposals
- Participates in identifying health-related needs in coordination with the Health Coordinator (and Field Coordinator).
- In the context of identifying new operations, he/she technically supports the Project Managers in the preparation of project proposals for the Health sector.
- Participates in the strategy development of the mission.

B. Qualifications:
1. Work experience:
- General management experience
- Minimum experience of 3 years in the Humanitarian sector working with vulnerable population (refugees, displaced) or health/Public Health project management
- Interest in health financing and research.
- Proven experience in the Middle East health system working with local and International NGOs.
- Experience in pharmacy management.
- Knowledge of the project cycle management and logical framework
- Ability to monitor activities’ indicators.
2. Computer Skills:
- Excellent knowledge of the MS office software including Word, Excel, Power Point, Outlook.
3. Other:
- Valid driving license (minimum 1 year)
- Management and pedagogical skills
- Good knowledge of Lebanon’s geography and context, willing to travel locally
- Reporting skills/experience
4. Transversals skills:
- Experience in a similar position, or related experience
- Solid technical skills in supervision, training and evaluation
- Ability to work in an international team and in a challenging context
- Experience developing standards and guidelines in a constant challenging and emerging needs
