Capacity Building/Task Order 3 Director

 

I.            Summary of Position

The Capacity Building/TO 3 Director is a senior member of the CSP team, charged with overall responsibility for performance of all requirements under TO 3. Requirements include the design, implementation, and oversight of all capacity building activities under TO 3. The TO 3 director is expected to coordinate and collaborate with other technical task orders under the CSP IDIQ to build efficiencies, find synergies, and maximize overall impact. Reporting to the Chief of Party, the CSP TO 3 Director will also serve as the main point of contact between Chemonics and USAID for all requirements under TO 3.  

 

II.           Specific Duties and Responsibilities.

  • Supervise the TO 3 staff including Senior Capacity Building Specialists and Training Coordinators to ensure effective implementation of capacity building activities.
  • Assess capacity building needs and design and implement innovative solutions to address gaps in capacity – with an emphasis on providing and sustaining the delivery of essential services and enhanced economic opportunities – of municipalities, NGOs, civil society organizations, and other beneficiaries throughout Lebanon.
  • With the Chief of Party, represent the progress, achievements, and challenges of TO 3 to USAID.
  • Build relationships with other USAID (or other donor) programs implementing complementary work in similar areas. Seek opportunities for collaboration to avoid duplication; build efficiencies; and maximize impact.
  • Establish and nurture relationships with target municipalities, civil society organizations, NGOs, and other entities relevant to the successful implementation of TO 3.
  • Build and maintain partnerships with public and private organizations and stakeholders.
  • Coordinate closely with the monitoring, evaluation, and learning (MEL) department to ensure activities have been implemented according to their design; have achieved results according to the program’s MEL plan; and lessons learned are incorporated into the design and implementation of future activities.
  • Coordinate closely with the communications and outreach department to amplify the impact of CSP capacity building activities on community stabilization and development to diverse audiences.
  • Undertake other duties as assigned by the Chief of Party.

 

III.         Qualifications

Required

  • Advanced degree in a relevant academic area;
  • Minimum of 12 years of experience implementing and managing technically-relevant projects or programs, specifically related to capacity building;
  • Experience supervising capacity development interventions including on the job training, mentoring, coaching, and organizational assessments;
  • Demonstrated capabilities in organizational capacity development, strategic visioning and leadership, and experience in working effectively with municipalities and civil society organizations (CSOs);
  • Strong communication and interpersonal skills, as well as fluent written and oral English, knowledge of Arabic is required;

Preferred

  • Experience working on USAID or donor-funded programming
  • Working experience in Lebanon
  • Experience with HICD or similar institutional development approaches
