Human Resources Officer

MISSION

Under the supervision of the Deputy HR Coordinator, the Human Resources Officer is in charge of the national HR management of Beirut office and supports the Administration Coordinator in the expatriate HR management

RESPONSIBILITIES

RECRUITMENT PROCESS:

  • Focal point in the process of recruitment for Beirut Office: support Job Announcement Vacancies redaction by Line Manager, announce/poste opened positions according to the diffusion strategy decided by her/his line manager, receive and sort applications, update regularly the line manager about the progress, classify and file properly recruitment folders
  • Organize tests and interviews
  • Participate in interviews of candidates (A1 to B2 level)
  • Prepare the job offer
  • Prepare the induction planning in collaboration with her/his line manager and head of department.

 

CONTRACT MANAGEMENT:

  • Under the supervision of his/her Line Manager prepare contracts, amendments and regular ends of contract for staff of the assigned area

Carry out the administrative briefing of new national employees (all contractual documents)

  • After validation and signature by Administrative Coordinator, organize the signature of required document(s) by Employee on the due date and in compliance with donor and Solidarités International Procedures
  • Update and ensure complete and proper documentation of the HR files and of HR digital files as per Solidarités International procedures (work contract, job description, health benefits, leaves, personal administrative folder etc…)

 

NATIONAL EMPLOYEES FOLLOW UP:

  • Assist, in collaboration with the Finance department and in compliance with donor and SI HR Policy, in the daily administration of staff, including per diem, leaves requests and other staff requirements
  • Update the monthly employees follow-up, record salary advance and data in the software HOMERE on daily basis
  • Payroll: checks the monthly variables for each employee according to the attendance sheets and monthly planning and employee benefits for payroll purposes, enters the data for the monthly payroll in Homere and after validation, ensure the payment in collaboration with the Finance department
  • Collect, compile information and update the PD follow up on a monthly basis
  • Ensure registrations and deregistrations (NSSF, Insurance,…)
  • Ensure NSSF, Income Tax and Insurance document for all staff are well maintained, organized and archived
  • Follow up with the taw consultant about all the needed documents and issues related to NSSF and Income Tax

 

EXPATRIATE EMPLOYEES FOLLOW UP

  • Organise the briefings and the arrival of the expatriate employees in coordination with the Logistics department
  • Ensure the administrative management of expatriate employees (file, visas, accommodation proofs,…) and keep the expatriates files updated
  • Scan and transmit to HQ validated break sheets
  • On SI expatriate request and according to the break sheet signed, book flight tickets for breaks via Agencies or SI HQ
  • Prepare SAFT form (Advance and other field fees settlement) for Expatriate departing from the mission
  • Prepare the monthly Expatriate reporting to HQ with the support of Finance department

 

 

  • Ensure the publication of information on the information board

Participate REPORTING/COMMUNICATION:

  • to Internal Staff Regulation presentation and ensure refreshment sessions
  • Report back all information or problems linked to his/her activity to his/her line manager
