WASH Project Manager

Job Summary

 

The main purpose of the position is, under the guidance of the WASH/Shelter Programme Manager, to implement Concern’s multi-sectoral programme in informal settlements and targeted municipalities in Akkar Governorate. It includes the following activities:

 

  • The installation of water, sanitation and drainage facilities and their maintenance
  • Delivery of water by truck and boreholes
  • Water quality monitoring at source, truck, tank, and household level
  • Desludging of holding and septic tanks
  • Site improvements and flood risk mitigation
  • Hygiene promotion (distribution of hygiene kits, awareness sessions, KAP surveys…)
  • Protection and community outreach (case identification and subsequent referral for service provision)
  • Solid Waste management (needs assessment, support to municipalities…)
  • Vector control (awareness sessions, suppliers’ identification, post-treatment monitoring…)
  • Assessments (e.g. technical, social or Rapid Needs Assessments for new refugee influx, evictions or extreme weather conditions)
  • Awareness campaigns at municipal level, including in public and private schools
  • Installation of service connection and water meters
  • Training for operators of Water Establishment
  • Technical supervision of Operation and Maintenance of all infrastructure intervention with the EU funded UNHCR project

Under the direction of the WASH/Shelter Programme Manager, the Project Manager will plan, coordinate and monitor the works of 7 Hygiene Promotion officers, 4 technical officers, 3 Social Surveyors and one Water Quality Analyst.

 

Duties and Responsibilities

 

  1. Programme Development
  1. Develop strategy in IS and municipality in collaboration with the WASH/Shelter  Programme Manager and the WASH  Team
  2. Design and schedule WASH and DRR activities consistent with the output targets and objectives of the programme in collaboration with the WASH/Shelter Programme Manager
  3. Assist in the development of a monitoring and evaluation system for the WASH and DRR activities which accurately measures outcomes and contributes to quality programme delivery
  4. Participate in the development of quality and accountability initiatives [eg. Referral management, Complaints Response Mechanism]
  5. Develop community support strategy in IS and municipality in collaboration with the WASH/Shelter Programme Manager and the WASHTeam
  6. Design and schedule hygiene promotion, protection, solid waste management, vector control and emergency response activities consistent with the output targets and objectives of the programme in collaboration with the WASH/Shelter Programme Manager
  7. Support the WASH infrastructure team in designing the awareness raising activities, including mass events, to target illegal connections and awareness on issues around water conservation.
  8. Participate in advocating to donors and partners for extension of, or additional infrastructure interventions in vulnerable municipalities of Lebanon
  9. Assist in the development of a monitoring and evaluation system for the community support activities which accurately measures outcomes and contributes to quality programme delivery
  10. Participate in the development of quality and accountability initiatives [eg. Referral management, Complaints Response Mechanism]

 

  1. Programme Management
  1. Ensure that the programme is being implemented in accordance with the objectives agreed with the donor, Concern procedures, and best practice
  2. Develop weekly, monthly and quarterly work plans and ensure that these are implemented
  3. Ensure that accurate programme databases are maintained
  4. Assist the WASH/Shelter programme manager in budget planning revision and management in coordination with the finance team
  5. Liaise as necessary with other Concern programme, systems, and logistic / procurement teams
  6. Provide technical and management oversight and supervision of the multi-sectoral programme in informal settlements and at municipal level.
  7. Assist with ensuring all programme targets are reached in accordance with agreed programme objectives, as per donor contracts, in line with the overall programme approach and ensure integration with other programme activities.
  8. Prepare technical documents such as tenders and BOQs, and oversee material and equipment purchases and delivery as necessary to ensure that Concerns’ and donors’ policies and procedures are applied and followed.
  9. Ensure all necessary permits and permission from local authorities and landowners are in place in advance and through the water supply, sanitation and site improvement works.
  10. Ensure the preparation of detailed implementation work plans and provide the necessary guidance and support to the team to achieve timely and quality implementation of activities.
  11. Manage the implementation of an M&E system to monitor progress and capture impact of projects and to make necessary adjustments to work plans if necessary in a timely manner.
  12. Monitor case identification within target populations and subsequent referral for service provision (health, education, legal assistance, livelihoods, WASH, etc.).
  13. Encourage community mobilization and a social behavior change approach with target populations during household visits and focus groups in informal settlements and in targeted municipalities.
  14. Sensitize target populations to key public health risks to prevent the deterioration in hygiene conditions in informal settlements.

 

  1. Reporting and Information Management
    1. Ensure that Concern’s and donors’ reporting commitments are met, including weekly, monthly, quarterly reports as necessary in accordance with Concern’s procedures and those of donors
    2. Ensure that collected project data and documents are properly stored and analysed

 

  1. Representation and Coordination
  1. Participate in WASH working groups at a Governorate or National level
  2. Coordinate WASH and DRR activities with different stakeholders
  3. Work closely with North Lebanon Water Establishment (NLWE)

 

  1. Staff Management
    1. Train WASH and DRR staff and support them in fulfilment of their tasks
    2. Supervise WASH and DRR staff’s daily activities in the field and in the office
    3. Evaluate WASH and DRR staff’s work performance in accordance with Concern administrative procedures
    4. Train hygiene promotion staff and support them in fulfilment of their tasks
    5. Supervise hygiene promotion staff’s daily activities in the field and in the office
    6. Evaluate hygiene promotion staff’s work performance in accordance with Concern administrative procedures
    7. Guide the social surveyors and engineers under the EU-funded project in meeting their objectives
    8. Oversee staff under his/her responsibility in the day-to-day management of the implementation of the multi-sectoral programme in informal settlements and at municipality levelLead and manage staff, contributing to their capacity building and career development.
    9. Provide technical support and on-going on-the-job training and coaching to staff.
    10. Identify staff training needs and recommend on-job or other capacity building measures in consultation with the Programmes Director, the WASH technical advisor and the HR department.
    11. Proper planning of staff leaves and absences.

 

  1. Surveys, site assessments, preparation of designs and documentation
    1. Conduct technical surveys and assessments of informal settlements (measured drawings, photographs, narrative) noting all topographic features (site levels, vegetation, soil  quality, adjacent water ways or sources etc.), number and layout of tents, and the extent of existing infrastructure and condition of same
    2. Oversee customer data base survey and household survey in targeted municipality and data transferred to the NLWE
    3. Prepare detailed scope of works and designs including all necessary drawings, specifications, and Bill of Quantities
    4. Prepare tender and contract documentation
    5. Assist in the technical evaluation of submitted quotations and recommendation of contract awards
    6. Ensure case identification within target populations and subsequent referral for service provision (health, education, legal assistance, livelihoods, WASH, etc.)
    7. Support in capitalization and sharing of experience of the EU-funded project

 

 

  1. Implementation of WASH and DRR activities at site level
    1. Supervise, coordinate and report on the progress of WASH and DRR activities to the WASH/Shelter programme manager
    2. Ensure that all construction and installation works conform to specifications and are of the highest quality
    3. Promptly notify the contractor of defective works and ensure that they are rectified
    4. Monitor progress on site relative to the project programme / timeline
    5. Record, note, and justify any additions or variations to the works
    6. Certify project completion
    7. Carry out interim / final measurement relative to the BOQ and recommend payment amounts
    8. Prepare payment documentation
    9. Prepare a post completion project report [narrative and photographs]
    10. Complete contractor performance assessments
    11. Ensure proper contracting, field level oversight, works certification and payment preparation processes for contractors and other service providers engaged to execute water supply, sanitation and site improvement works in informal settlements.
    12. Monitor warehouse material stock and dispatches (including contingency stock) to avoid idle stocking, and ensure deliveries are done and utilized in compliance with Concern procedures.

    4. Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6)
    5. Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required

 

 

Skills, Qualifications, Experience and Attitude Required

  • Degree or equivalent in Engineering or related technical qualification with relevant experience
  • Good knowledge or degree or equivalent in Community Mobilization, Public Health, Hygiene Promotion, related technical qualification with relevant experience 
  • Minimum of 2 years’ experience in engineering, WASH and DRR activities preferably in Informal Settlements
  • Knowledge and experience of participatory methods of community engagement and sensitisation.
  • Leadership and supervisory skills and ability to foster team spirit.
  • Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
  • Report writing skills and computer skills in AutoCAD, word processing and spreadsheets.
  • Experience in conducting surveys, managing and analysing data and statistics
  • Very good knowledge of English both written and oral
  • Willingness to have long working hours, stay in the camps and travel to sites when required.
