National M&E Expert - Gov. of Lebanon Policy / Advisory

ARK Group DMCC is a stabilisation, development and conflict transformation consultancy that provide research-informed analysis and policy recommendations, as well as evidence-based interventions, in conflict-affected areas. Working with and through local communities, we seek to understand and then mitigate the negative effects of conflict and instability to enhance community safety and promote human security, development and economic opportunity.

 

PURPOSE OF THE POSITION:

Under the direct supervision of the Senior Experts, the National M&E Expert will be responsible leading the evaluation of a major multilateral and multiyear programme.

RESPONSIBILITIES:

Support the Team Leader and Senior Experts in project monitoring arrangements to ensure they comply with the donor standards;

Ensure the delivery of the operational plan, work plans and indicators stated in the project documents;

Support and assist the Senior Expert to develop forms for data collection & analysis and evaluation reporting structure;

Work with Senior Experts to design the framework for the physical and process monitoring of project activities;

Collaborate with staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts;

Recommend important changes/revision for better achievement of project objectives;

Support the preparation of a final report including assessment and recommendations.

 

REQUIRED SKILLS AND EXPERIENCE:

At least 7 years of experience in working for and/or with the Government of Lebanon in a policy advisory role with a focus on policy reforms, governance, peace-building and rule of law;

Knowledge of the Syria crisis, Lebanon and the broader MENA context;

Demonstrated knowledge of UN reforms and the 2030 Agenda, UN coordination and partnerships, the current evolution of aid coordination, appeal processes and donors’ funding mechanisms and modalities;

Strong research and analytical skills, as well as communication (oral and written), facilitation and management skills

DESIRABLE SKILLS:

Advanced degree in international relations, political science, international development, economic development, social science or a related subject;

Translation experience is a strong asset;

Fluency in written and spoken English is essential.
