Technical Support to Program Implementation
- Provide technical support to the mission at different levels (program), update and ensure the use of technical Child Protection (CP) guidelines and tools during the implementation of the activities.
- Conduct regular field visits to monitor implementation of the Psycho Social program and to provide technical guidance.
- Provide input to SIF strategy in child protection and GBV prevention programs, based on needs assessment findings and in line with LCRP to harmonize interventions among international and local CP actors
- Support the proposal writing process in technical aspects and descriptions of CP, GBV prevention, PSS activities
- Provide technical input for designing, planning, implementing, monitoring, evaluation, and analysis of CP, PSS.
- Follow-up on the Focus Group Discussion tools as community based M&E tools with the M&E officer
- Follow on the Guidance Note in Prevention and Response coming from the national CPWG.
Compliance to Child Protection Standards
- Coordinate with all departments to ensure the CP and GBV mainstreaming in all sectors.
- Revise regularly the existing SIF child protection policies, PSEA and protocols.
- Ensure establishment and maintenance of effective complaint and response mechanism which holds SIF accountable as a safe organization for children in all community-based programs.
- Support staff in identification and referrals of CP/GBV cases in all SIF departments
- Ensure the compliance of child protection and/ or GBV information, incidents & cases referred by referral focal point(s).
Capacity building
- Monitor and support field teams to ensure adequate capacity building.
- Ensure that all SIF staff understand CP policy and are able to perform their role within the mission’s framework.
- Participate to the recruitment, in coordination with the HR department, of new officers, facilitators, volunteers, and technical staff (Tests, interviews, in addition to participating in the evaluation of the facilitators) whose tasks are linked to Child protection.
- Facilitate the development of a yearly capacity building work plans in alignment with SIF protection strategy.
- Responsible for building the technical capacity of frontline staff on child protection and GBV prevention with the collaboration of the technical team, including: identification and referrals of CP cases, CP risk levels, PFA, Disability inclusion on PSS / GBV training, ToT training for staff, PSS community based interventions.
- Responsible in reviewing all technical tools, Guidelines, Policies, training material presented to different targets (local staff, CBOs, beneficiaries etc.) and curricula designed for each CP and S4D interventions, for children, youth and caregivers.
- Any additional tasks asked by the line manager.
External Communication
- Coordinate with other agencies, governmental and NGOs to implement and organize common child protection standards.
- Ensure with other NGOs a harmonized collaboration in CP programs.
- Participate effectively in technical discussions with relevant stakeholders including government technical departments, donors, development partners, and NGO partners
- Represent and participate effectively in CPiEWG and CP/PSS sub-clusters.
- Support the advocacy work at the local and national level on child protection aspects.
Learning and Research
- Maintain an active and functional system for sharing and exchange of best practices in CP / SS Programs.
- Identify new trends and opportunities for new project models.
PERSON QUALIFICATIONS
Qualifications, experience and competencies
- Education: University Degree in human rights, psychology, sociology, other social science field is required.
- Experience: At least 5 years of related professional experience in the humanitarian field with other NGOs, preferably in humanitarian response in PSS or CP programs Psychology or Child Protection and related areas, program/project development and management in humanitarian organizations is an asset.
- Good understanding of humanitarian principles and MHPSS IASC Guidelines; the knowledge of CP minimum standards is required.
- Languages: Fluent in English and Arabic mandatory (oral and written);
- Computer skills: Proficiency in current office software applications;
Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in environment with tight deadlines
