Objective of the project
LAU’s Arab Institute for Women (formerly known as IWSAW) is currently searching for a Communication expert to support in the preparing a communication plan for the Human Rights Network within the context of the project “Coordination and Support for the Human Rights Issue Network.”
This project is funded by the United States Agency for International Development (USAID) for the purpose of supporting and promoting “issue networks” of Civil Society Organizations, around several advocacy issues such as enhancing leadership skills of women and adolescent girls through economic empowerment and capacity building.

The service provider may be an individual independent consultant
Required qualifications and experience
The service provider is expected to meet at least the following requirements:
Bachelor’s degree in Communications or any other related field with relevant work experience
At least 5 years of experience in communication and social media
Excellent and effective communication skills
Excellent written communication skills in English
Knowledge of Arabic is a requirement
Excellent writing and presentation skills
Excellent coordination and team work skills
Deliverables
Produce a communication plan for an advocacy project, which will be implemented by the Human Rights Network
Ensure that the communication plan is adequate and approved by all CSOs who are members of the Human Rights Network
Support in the implementation of the communication plan produced throughout the month of March 2019
Location of the consultancy: Beirut, Lebanon
Starting date: March 2019
Period of implementation: between March 1, until March 31, 2019.
Proposal Format:
The offeror is expected to submit two proposals:
1- A technical proposal in PDF format covering at least the following:
CV
Individual portfolio
An implementation approach to ensure success
2- A financial offer in PDF format duly signed, dated and stamped by the service provider, with detailed cost breakdown per deliverable covering the following details:
Filled-in bio-data sheet (attached)
The proposal must be in a separate document than the technical proposal. The financial offer must be made in US Dollars. All taxes must be presented distinctly and clearly.
The financial offer need to indicate clearly the number of days required
No overheads are allowed and only individual consultancy costs are accepted
All financial offers must be valid for at least 90 days post submission to LAU.

Questions about the RFP must be sent to hrn@lau.edu.lb before March 2. Answers will be sent to all interested parties by March 3 at the latest.
Proposals must be made in English to hrn@lau.edu.lb with the title “Communication Specialist” in the subject line. The deadline to receive proposals is March 5, 2019.
Final selection will be based on the company or individual’s merit, meeting the minimum requirements, timeline, and overall fees.
LAU reserves the right to make no award, or segregate tasks and deliverables into multiple smaller awards if needed.
LAU reserves the right to cancel some activities if so determined prospectively by LAU.
