MEAL Officer - Zahle

ROLE PURPOSE: 
The Monitoring, Evaluation, Accountability & Learning (MEAL) Officer will support the MEAL Department  in implementing Save the Children Lebanon’s MEAL framework in the field site with main focus on ongoing education programs. Together with the MEAL Team  based in the central office, the MEAL Officer will have a key role in data collection, analysis and reporting.

CHILD SAFEGUARDING: 
Level 3:  The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

KEY AREAS OF ACCOUNTABILITY:

Project Specific Responsibilities:

• Be located in Beqaa, Lebanon and present for all days of training, coordinating all days of data collection with the SCI Lebanon team
• Support adapting HALDO tools in Lebanon, including translation review as necessary
• Co-facilitate enumerator training 
• Lead data collection with enumerators 
• Coordinate classroom observations 
• Respond to questions and feedback regarding data 
• Lead data collection with enumerators
• Respond to questions and feedback regarding data
• Coordinate classroom observations
• Conduct interviews or focus group discussions with facilitators 
• Review and provide feedback on final report
• Review all HALDO content and training materials prior to training
• Co-facilitate relevant sessions with support for assessors
• Support coordination of random selection of children in the study and pilot days
• Review and submit data collected by assessors daily
• Review and provide feedback to assessors throughout data collection
• Coordinate classroom observations with SCI staff and facilitators
• Provide feedback to facilitators and engage in ongoing learning reviews
• Review assessment report draft and provide feedback as necessary

Other MEAL Responsibilities

• Support needs’ assessment exercises carried out by program teams (data collection methodology, training on data collection methodology and tools, quality control of data collection process, review of assessment statistics)
• Development, quality control and consolidation of program Indicator Performance Tracking Table, output tracker and other reporting tools
• In collaboration with MEAL Coordinator and MEAL TA, support review of data collection methodology and revision of existing tools or development of new tools 
• Support the development of data collection and analysis plans by program teams
• Train program staff on data collection methodology and tools, ensuring good practices in data collection are understood and adhered to
• Quality control of data collection process through regular spot check visits
• Review data collection statistics produced by data management teams
• Support learning events, in particular documentation of lessons learned
• Participate in internal evaluations
• Support implementation external evaluations at field level
• Train program staff on accountability principles, systems and processes
• Perform any other tasks as requested by the Line Manager
• Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
•  Excellent verbal and written skills in Arabic and good written and spoken English
• University degree or equivalent experience in international development, social sciences or similar
• Experience and knowledge of monitoring, evaluation and needs/impact assessment methods
• Experience in training and coaching 
• Skills in designing and implementing information management and performance measurement frameworks
• Strong interpersonal and organisational skills, and ability to work under pressure
• Proven analytical and problem solving skills
• Detail-oriented
• Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share assessment and monitoring results
• Demonstrated understanding of emergency response activities
• Commitment to and understanding of Save the Children’s aims, values and principles.
