GBV Specialist Consultancy

Brief Project Description:                                                                                                                      

UNFPA is one of the UN's lead agencies working to further gender equality and women’s empowerment, and to address the physical and emotional consequences of gender-based violence (GBV). UNFPA’s programmes offer psychosocial assistance, medical treatment and rape kits to survivors, and promote the right of all women and girls to live free of violence and abuse including in conflicts/wars and humanitarian situations.

In Lebanon, UNFPA is engaged in a comprehensive GBV programme under both the developmental and humanitarian aspects and based on the resilience approach adopted by the government and development/humanitarian agencies. UNFPA’s main priority interventions consist of advocacy including development of national strategies/policies and lobbying for legislations to end GBV, enhancing access to quality and timely life-saving reproductive health services and information, and supporting GBV prevention /protection/ response mechanisms and approaches and through a coherent and coordinated system. UNFPA targets mostly women, girls, young people and other vulnerable population from within the Syrian refugees, the Lebanese hosting, Communities, among others.

Organizational Context:

UNFPA country office (CO) continues expanding its Gender and SGBV portfolio through intensifying advocacy efforts, enhancing coordination among SGBV actors, establishing new partnerships, strengthening existing partnerships, scaling up programmes and interventions, generating evidence in specific areas, advocating for enhancing results based management among partners. Under the direct supervision of and guidance from the UNFPA Assistant Representative/Head of Office, the GBV Specialist will be responsible for the functions/results indicated below.

 

Description of tasks:

Under the overall guidance and direct supervision of the UNFPA Assistant Representative/Head of Office, the GBV Specialist will provide programmatic and technical support for scaling up UNFPA’s GBV programme while ensuring focus on adopting a comprehensive multi-sectoral (where feasible) survivor-centred prevention and response to GBV. This would require close coordination, strategic partnership and expanded collaboration with various actors (including humanitarian).

 

Duties and Responsibilities:

 

  1. Advocacy, Partnerships and Coordination
  • Identify and suggest new partners/experts based on comparative advantage and areas of expertise and who could be entrusted with implementation of interventions - namely on GBV -  and pursue conclusion of partnership
  • Provide leadership on the implementation of specific tasks namely in terms of revising, reporting, updating GBV related response interventions within the 3RP/LCRP. 
  • Advise the UNFPA CO on emerging priorities that require further coordination and identify/suggest areas of collaboration with GBV partners to reinforce the RH/GBV service package, as well as HIV/AIDS, youth, gender issues in their plans, and programmes.
  • Work in close collaboration with the various pertinent sectors and working groups (central and periphery) for promoting programme synergy and cohesion through contributing to action plans and sector strategies among others.
  • Provide support in conceptualizing and developing proposals for fund raising
  • Ensure an ongoing and timely flow of information within the CO and with external partners/stakeholders.
  • Ensure GBV response in projects and activities is being addressed within the overall gender equality and empowerment of women lens.
  • Represent UNFPA and proactively participate in various meetings and events as requested.
  • Ensure seeking guidance and advise from HoA on all GBV programmatic and strategic matters

 

  1. Technical Support and Programming
  • Promote the GBV/RH integrated approach across all UNFPA supported projects
  • Provide technical support for the coherent and effective implementation of the GBV components of UNFPA’s GBV programme using a results-based approach incorporating creativity, innovation, and responsiveness to the needs, and thorough monitoring and reporting.
  • Provide technical support for an efficient implementation of a comprehensive, multi-sectoral and coordinated GBV prevention and response programmes.
  • Provide overall advice and technical assistance on sustainability approaches and exit strategies for GBV response interventions.
  • Prepare TORs for partners/experts/consultants/institutions for specific tasks and assignments and ensure adequate follow-up throughout the implementation/completion of consultancies.
  • Support and advise the country office management and builds knowledge and programming practices in relation to GBV through information sharing and facilitation of external and internal trainings aimed at multi-sectoral prevention and response.

 

  1. Monitoring, Evaluation and Reporting
  • Responsible for the overall design, implementation and monitoring of UNFPA GBV programming.
  • Supervise preparation by implementing partners of annual work plans and monitor progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results, and documents and applies lessons learnt to close the gaps.
  • Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels, and coordinates timely delivery of quality project and financial reporting and ensures adequacy with finance and activities.
  • Analyze and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action.
  • Prepare donor quarterly and final reports (both individual and consolidated)
  • Contribute to donor missions and field visits specially when relevant to GBV
  • Support development of rapid assessment tools to be adopted prior to initiating new interventions for identifying specific needs and after completion of the interventions to assess the impact, relevance, effectiveness and efficiency of the interventions.
  • Contribute to development of best practice tool for capturing key achievements.
  • Provide the media and communication department with the relevant information, news, updates and best practices regarding GBV response program to be shared with the key partners and donors on the one hand and featured in various tools and channels on the other.
  • Perform other duties as required.

 

Results/Expected Outputs:

  • Detailed workplan describing incumbent’s key tasks and milestones
  • Needs assessment regarding capacity development needs (for CO and partners) on GBV response
  • Capacity development plan elaborated and implemented
  • Developed/adapted tools to be used by CO staff and implementing partners
  • A set of core indicators to be reviewed and monitored on a regular basis
  • UNFPA GBV logframe developed, revised and operationalized
  • Sustainability and exit strategies checklist
  • Regular progress reports as well as training and mission reports
  • A final statement of achievements upon completion

 

Qualifications/Requirements:

  • Advanced university degree in law, social sciences, or gender and development or related field;
  • 5 years of increasingly responsible relevant professional experience, including a minimum of 3-year experience in programme management;
  • Extensive knowledge of the Lebanese context, legal apparatus, as well as current challenge;
  • Extensive knowledge of gender issues in development, particularly GBV, including relevant international human rights standards;
  • Prior training in gender and GBV issues and their application in humanitarian, conflict recovery and development settings;
  • Prior experience in counselling and psychosocial support will be an asset
  • Field experience in complex emergencies, including humanitarian emergency response and peace and reconciliation, is a strong asset;
  • Experience in utilizing the following internationals tools: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; WHO Ethical and Safety Recommendations;
  • Strong experience in developing work plans;
  • Strong ability to draft, edit, and produce results-focused reports meeting international standards;
  • Strong verbal and written communications skills
  • Fluency in oral and written English essential; ability to communicate in Arabic is an advantage;
  • Prior experience in the UN system will be an asset
