Consortium Information Coordinator

GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar, financed by International Donors mainly in WASH sector.

 

GVC is actually recruiting personnel to cover the position of Consortium Information Coordinator to support activities in NRC Beirut Office

Position Title: Consortium Information Coordinator

Reporting to:  LPC MEAL Manager                       

Duty station: NRC Beirut Office   

The Consortium Information Coordinator will be responsible for the overall management and analysis of PVI/CPA information to inform context understanding and project development.

Main key responsibilities: ensure quality of the data, define SoP to ensure clear management and availability of data within and among partners, perform analysis either simple descriptive or crossed analysis, ensure the consortium is aware of new or updated external data becomes available and keep strong ties with external stakeholder, ensure data sharing among consortium members.

The Consortium Information Coordinator is accountable and works under the line management Consortium MEAL Manager will be seconded to the Consortium Secretariat office in NRC Beirut, and follows its logistics, and security procedures. The Consortium Information Coordinator will be administratively managed by the GVC Country director.

This position is seconded by GVC and serves all 3 Consortium partners in an equal manner.

Consortium partners aim at strengthening their analytical capacity and deliverables. Indeed, in close collaboration with the partners (the Consortium Board (CB), the Consortium Management Unit (CMU) and the Consortium Technical Reference Groups (TRG), when needed), the Consortium Information Coordinator looks at the information generated by agencies individually and/or collectively in order to determine how to best shape this information in a way that is useful to all.

Coordination, advocacy and representation:

The position does not require supervising any staff. However, it will require a substantial amount of coordination:

  • With the CMU
  • With each TRG of the Consortium.
  • With each Consortium agency.
  • With external stakeholders

Working with each key group of the consortium to identify, extract and formalize the information they need from the available data

  • Engage regularly with each group to identify their needs in terms of data and analysis.
  • Support each TRG in developing a narrative based on the data available and evidence based analysis.
  • Provide partners with an integrated analysis triangulating all the databases to have better understanding on the “big picture” of context and operations.
  • Analyze the consolidated consortium outputs (all components) to respond to reporting needs and specific requests from partners.
  • Support partners willing to produce analytical maps/reports for advocacy and representation purpose (i.e. not maps related directly to interventions such as fact sheet or community profiling).

 

Contributing to the consortium strategic thinking notably by substantiating relevant data in close collaboration with the CMU

  • Support CMU, TRG and board in managing and visualizing contextual and operational data that can help improve the Consortium practices and its reporting to donors and other stakeholders.

Engaging with external stakeholders generating data

  • Monitor data generated by other organizations and identify what can be of use for the Consortium.
  • In collaboration with CMU, liaise with other stakeholders to develop synergies for data collection and analysis

Project delivery:

  • Managing and Improving the IMS in place and running at Consortium level allowing for further processing and analysis of data
  • Further improve and develop the architecture of the Consortium setting-up systems allowing for the information and related analysis to be generated on a regular and, as much as possible, automatic basis IMS.
  • Organize and ensure regular updates of the consortium IMS.

 

Institutional Knowledge Building:

  • Document lessons learned, processes, best cases and quick-win solutions on the Integrated Multi-sector response on the basis of the experiences acquired by the Consortium.
  • Capitalize and document different approaches and methodologies for collecting data and analyse it.

Competencies and Skills required:

  • Degree in social and human sciences, Statistics or Information Technology, and a background in research methods.
  • Previous experience in Research/assessments and/or Monitoring and Evaluation. Experience with Information Management Systems is an asset.
  •  Experience in designing MEAL and IM  tools, surveys, surveillance systems and/or evaluations.
  • Strong skills in data processing and analysis: data cleaning and munging; data visualization and reporting techniques.
  • Experience in analysing quantitative and/or qualitative data and in summarizing findings.
  • Proven capacity in diplomatically working among multicultural project teams.
  • Strong knowledge of the political and humanitarian context in Lebanon is an asset.
  • Excellent command in writing and speaking English. Knowledge of Arabic is an asset.
  • High proficiency using MS Office (Word, Excel (advanced), Outlook and Powerpoint) and statistical tools, such as SPPS, Stata, R or alike. Knowledge of R is an asset.
  • Knowledge of GIS software (QGIS, ArcGIS or alike), SQL databases and database querying languages, and graphic design (Adobe CS, etc) is an asset.
