Project Overview

QITABI is a five-year, $46.2 million project that will improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across MEHE (Ministry of Education and Higher Education) in Lebanon. QITABI aims to improve outcomes in reading at the primary level, under the assumption that increased literacy directly correlates to increased academic and professional achievement. Improved facilities, services, and teaching – along with more effectively engaged communities and school councils – will not only improve learning outcomes, but also increase the chances of youth remaining in the formal education system. The project has three components:

  • Component 1: Improving reading outcomes for primary level public school students
  • Component 2: Expanding access to safe and relevant education for vulnerable public school students
  • Component 3: Strengthening management (resilience) in the education system to better direct and monitor education

World Learning has an immediate vacancy for 2 months – “Web Designer” short term consultant for its QITABI project.

The Assignment

Under Component 3 “Strengthening management (resilience) in the education system to better direct and monitor education” the project is providing support to the Center for Educational Research and Development (CERD) in the development of a new user-friendly website, that is secured, responsive, optimized, and trilingual. Knowing that the current CERD website address is https://www.crdp.org

About CERD

The CERD, Center for Educational Research and Development, is an independent public institution directly linked to the Ministry of Education and Higher Education. It aims at formulating educational policies, improving the quality of education in Lebanon and keeping ahead of scientific progress, as well as technological and cultural development worldwide.

Its main tasks include educational planning, designing educational curricula and related issues (school buildings, educational equipment, official examinations, production of schoolbooks & manuals, publications and educational materials), training members of the educational staff, and conducting research and educational statistics.

Scope and Primary Responsibilities:

The “Website Designer” will develop a new CMS-based user friendly, secured, responsive, optimized, and trilingual, CERD website coupled with new social media presence for the Center.

The web designer will support the process of re-design and construction of CERD new website reflecting CERD’s vision as well as well as advice on social media presence. The consultant work with CERD team and in particularly in close coordination with CERD President and /or other CERD a President appointed staff and in consultation with the DCOP and CERD Lead System Strengthening to perform the following within two months from signing the contract.

Furthermore, the scope will include but not be limited to:

Website

  1. Review, Consult and Recommend: (1) Make recommendations for redesign, usability and technical requirements; (2) Make recommendations regarding web traffic software for detailed reports of visitors to the website; (3) Submit workplan to be reviewed and approved; (4) Provide and install a tool to confirm the compatibility of the HTML pages with other devices
  2. Design and develop (1) Develop Website using Content Management System (CMS); (2) Optimize the Website. Keep the interface simple and easy to navigate; (3) Develop a design concept for the site (The design for the homepage and internal pages) (4); Implement best practices of Search Engine Optimization (SEO); (5) Integrate Website with Social Media; (6) Every page will have a metatag (Title, description), Open-graph module will be implemented; (7) Create Mobile First Design- Responsive version (Mobile Friendly)
  3. Test, follow-up, coach and support: (1) Provide needed support and Maintenance Ensure bug free operations; (2) Develop user manual; (3) Provide Google analytics report for monitoring Website; (4) Provide capacity building to support staff and system administrators to perform content upload, system maintenance and administration; (5) Administrative and technical support, and quality control for a period to be specified; (6) Setup and post online a secured Website; (7) Transfer content from old to new Website; (8) Architecture: Hosting – Drupal CMS – Domain Name; (9) Full source code handover including all developed code and libraries; (10) Monitor Server

 

Social Media

  1. Develop a social media strategy and advise on the right social media platforms
  2. Conceptualize a social media campaign
  3. Develop and provide guidance for maintaining: Facebook profile pages and apps, and Twitter

Deliverables

  • New CMS based trilingual Website (Arabic, English and French) (Bug free, stable Website)
  • New Social Media strategy, templates, and designs
  • User Manual
  • Technical Support and training of CERD staff
  • Monitoring Reports of Website traffic and Social Media performance

Required Qualifications:

  • Master’s degree in Computer Science
  • 10+ years professional expertise in Developing Websites
  • Experienced in developing Websites using Content Management Systems (CMS)
  • Experienced in developing social media strategy and increasing social media followers
  • Experience in:
    • Drupal, Wordpress, Custom PHP code, Angular JS, React JS, MySQL, JQuery, HTML5 and CSS3
    • SEO, website performance and W3C validation
    • Facebook Apps, Social Media management and integration
    • Mobile Apps based on cordova, ionic
    • Developing windows client/server application
  • Expertise in:
    • Programming Languages: PHP, HTML5, Javascript, jQuery, CSS3, Java, C#, VB, Asp.net, Cobol, Angular JS, React JS
    • Framework and CMS: Cake PHP, Zend, Laravel, Symfony, Yii, Drupal, Wordpress.
    • Databases: MySQL, SQL Server

Duration of the Assignment

 38- Working days distributed during the period from April 12, 2019 until June 30, 2019.
