Organizational Setting The post is located in the FAO Representation in Lebanon with possible country field missions across all areas in Lebanon once needed. FAO is implementing the three-year Canada funded project “Support to women cooperatives and associations in the agro-food sector of Lebanon – GCP/LEB/030/CAN” in collaboration with the Ministry of Agriculture.The project aims at supporting through cash transfer and employment vouchers 150 Lebanese women cooperatives/associations to develop and implement a business plan in the agro-food sector. The project environment will be prepared by a feminist awareness campaign delivered in all the Lebanese regions. In parallel, a study will be conducted to assess the agricultural sector from a gender perspective. The study will identify challenges and constraints of women in the agro-food sector and identify opportunities and potentialities.Women cooperatives/associations will be provided with an extensive training package relevant to the cooperatives and the business. They will be coached by a group of trained facilitators to prepare feasible and profitable business plans. A number of the business plans will be selected for cash grant and labor voucher support.During the project, the Directorate General of Cooperatives will be assisted and upgraded according to a Quality management system roadmap and the status of the National Observatory of Women in Agricultural and rural Areas (NOWARA) will be improved. Reporting Lines Under the overall supervision of the FAORs, the Lead Technical Officer (LTO), direct supervision of the project manager and along with the continuous and close coordination and collaboration with FAO’s Monitoring and Evaluation Consultant, the Master Facilitator, the project team, and other project experts, consultants and counterparts, the “Information Management Officer” should ensure the efficient and accurate development, implementation and update of the necessary database tools, dashboards, standard operating procedures, statistical data, training, progress reports and any other information acquisition and management tools in which the project might need.
His/ her support will play a massive role in establishing and maintaining an easy derive, track, analysis and archive of the project’s beneficiary data, progress and updated status, segregated and linked to the facilitators in charge, providing by that an adequate backing platform for the project upon the monitoring, evaluation and selection process of the developed business plans at the final stage. Technical Focus
Information Management Systems, Computer software and database tools and applications, M&E techniques and approaches, dashboards, visual and graphic communication means, Standard Operating procedures (SOPs), statistical data acquisition and analysis, progress reports. Tasks and responsibilities
- Identify the gaps in information system for the project in collaboration with the project manager
- Develop solutions built around data challenges in cooperatives/associations within the project.
- Identify weaknesses, gaps and opportunities of improvement through continuous analysis of the developed information systems and interactions with end-users.
- Implement and support the project’s information management system to track beneficiaries throughout the life cycle of the project. Follow up on data entry to ensure quality control and uphold project quality standards; including monitoring accuracy of data, ensuring regular updates, and solving discrepancies.
- Create and develop an “Awarding points system” within the same tool, capable of automatically generating the attendance, awarded points and trainings’ eligibility level of every women cooperative/association, in addition to any other information deemed necessary.
- Coordinate with the M&E officer on data sharing, monitoring and reporting systems
- Conduct a training for the project team, explaining the “Know-how” of using the developed database and generating necessary statistical data and information.
- Develop and generate dashboards to support project level decision making
- Develop standard operating procedures for developed information management system in regards to data quality control, information flow, and data privacy.
- Submit monthly progress reports to the direct supervisor and a final report by the end of the incumbent’s assignment.
- Other tasks as deemed necessary by the project manager.
- Expected Outputs:
- Development of a user-friendly database tool that encloses all the necessary information required per cooperative, association or individual interested woman by April 2019
- Monthly generation of dashboards to be used for decision making
- Continuous data update, follow up and coordination with project staff and M&E officer.
- Provision of technical advice to the project’s team in terms of data acquisition, data management, and consolidation.
- Provision of training to the project team by May 2019
- SOPs for data quality control by September 2019
- Prepare target progress reports (monthly and end-of-assignment reports) generated from the database. Monthly production of dashboards and progress reports.
- End-of year production of dashboard by December 2019
- Final Assignment Report by April 2020
- University Degree in MIS, information systems, or any other related field.
- Advanced university degree is a plus.
- A minimum of five years of responsible experience in visualization and design with focus on the use of information management systems, M&E and its applications and graphic communication means in developing communication materials
- Working knowledge of English and Arabic. French is an asset;
- National of Lebanon or resident in the country

- Prior information management/ database experience with the UN/International organizations is a plus.
- Willing to conduct extensive field visits to the remote project locations if needed.
- Demonstrated openness in sharing the information;
- Be creative to improve dissemination of information and meets the users’ needs;
- Keep abreast of technology and understand applicability and limitation of its use within the work context.
