Background

USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI II) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools. 

World Learning has an immediate vacancy for its Beirut-based “Institutional Capacity Development Specialist” for the USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI II) in Lebanon. This position is for a Lebanese national.

Scope and Responsibilities

 

The Institutional Capacity Development Specialist will provide technical guidance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE) on Human and Institution Capacity Development (HICD) and on developing a comprehensive action plan. S/he will manage in-country training programs with the goal of building the capacity of local partners and staff. The ideal candidate will be a dynamic individual with demonstrated knowledge of early grade reading approaches, be familiar with USAID’s approach to early grade reading, have previous experience working on US government funded programs, and able to work effectively and respectfully with individuals from diverse backgrounds.

 

  • Lead Human and Institution Capacity Development (HICD) participatory institutional capacity assessment of Center for Educational Research and Development (CERD) and provide technical assistance to CERD to develop a comprehensive action plan
  • Contribute to the design and deployment of a systems strengthening and sustainability approach that adequately plans for national scale up, local capacity development and the sustainability of project interventions
  • Manage in-country training programs, workshops, public awareness seminars, and roundtables aimed at building the capacity of local partners and staff
  • Provide expert technical guidance to CERD and Ministry of Education and Higher Education (MEHE) departments related to CERD's work on all aspects related to human and institutional development in order to improve institutional/systems effectiveness in reaching organizational mandates
  • Support the Monitoring and Evaluation Specialist in performance monitoring and management system design
  • Assume a lead role in various stages of the implementation of the human and institutional capacity development strategies as directed
  • Provide technical assistance to CERD to perform strategic planning, conduct information analysis, develop process improvements, perform facilitation services, conduct surveys and improve an organization's results
  • Provide technical guidance to the Chief of Party and Deputy Chief of Party, internal and external consultant/service contract partners
  • Help the Deputy Chief of Party and technical consultants/specialists troubleshoot complex problems related to the project’s technical approach and deliverables. Develop supporting resources where necessary
  • Travel regularly throughout Lebanon to monitor and follow-up on project activities
  • Other responsibilities as assigned
Requirements
  • Master’s degree in education, social sciences or a relevant field
  • A minimum of ten years of demonstrated relevant experience
  • Technical expertise in capacity development and/or institutional strengthening
  • Demonstrated experience working on donor funded projects with similar scopes of work
  • Demonstrated knowledge of USAID rules, regulations, and reporting requirements desired
  • Full professional proficiency in spoken and written English is required. Must be able to use the language fluently and accurately and be able to read all styles and forms on all levels pertinent to professional needs
