ITS Technical Team Leader

Job Summary:

 

The main objective of this position is, under the management of the WASH Project Manager, to implement Concern’s technical WASH activities in informal settlements.  She/he will be directly managing three engineers who will operate at site level.  This role includes oversight of technical assessment, identification of ITS works, work supervision and emergency response, liaise with the Hygiene Promotion team and other Concern department.

 

Duties and Responsibilities:

 

Personnel Management:

  • Supervise the implementation of all construction, maintenance, repair activities and water quality activities as defined by requirements;
  • Supervise the WASH engineers throughout the course of the action, from assessment, planning to implementation and postmonitoring  of the activities;
  • Ensure the engineers know how to proceed with safe and confidential referral, especially for GBV or other protection related cases;
  • Liaise with other Concern’s department to identify complementary activities to provide an integrated package to beneficiaries leaving in ITS in order to cover their basic needs;
  • Coordinate emergency response in coordination with WASH Project Manager, Hygiene Promotion Team Leader and Shelter department to ensure adequate and rapid response;
  • Be responsible for communication of project requirements to suppliers, contractors, municipalities and beneficiaries and ensure full compliance of all actors in Concern’s Code of Conduct and P4. Ensure all misconduct or breach of the two latter are reported to line manager or Concern’s complaint mechanism;

Technical support:

  • Work closely with WASH Project Manager and Hygiene Promotion Team Leader to implement intervention in line with national and international technical standards;
  • Liaise with the WASH Project Manager to ensure the monitoring of quality of drinking water is done per agreed procedures, documented and reported to HP team and line manager;
  • Liaise with the WASH Project Manager to ensure the water quality unit is trained properly the WASH communities in ITS and water trucking contractors in carrying water tests, and distribution of chlorine takes place as planned;
  • Participate to ITS work identification including site assessment of ITS (both social and technical assessment), draft of BOQ, planning of work, and labour mobilisation if refugee led.
  • Participate to the selection of priority sites for ITS WASH works based on WAP results and other eligibility criteria;
  • Ensure community participation in the design, implementation and handover of Concern’s activities, especially inclusion of women and children;
  • Identify needs in terms of access to safe drinking water and sanitation, as well as Shelter, Education and Protection need through safe referral system;
  • Conduct site survey with drawing and photographs, preparation of designs, detailed BoQ, schedule of works and prepare financial paperwork in line with donor and Concern procedures to ensure timely delivery of work and accountability.
  • Ensure the engineers monitor the dayto-day construction and desludging activities on site carried out by the contractor and ensure implementation is of a high quality and in accordance with Contractual requirements, approved plans, specifications and work schedule.
  • Provide technical guidance to the 3 engineers and document all technical works, include participating to document innovations and lessons learned from Concern’s activities;
  • Ensure project works and implementation meet all legal, environmental, health and safety requirements, and provide capacity support to WASH Committees in ensuring the requirements are met after the completion of works.
  • Participate to final measurement at the end of the constructions and make sure to record any difficulties encountered as well as assessing performance of suppliers and contractors;
  • Arrange adhoc meetings, as required, with the contractor and WASH Committees on the project site;

Logistic and financial management:

  • Aligned with CWW logistic procedure, initiate requisitions for procurement of materials and equipment in a timely manner;
  • Liaise with the store keeper to ensure that an up to date stock inventory is kept for the materials;
  • Assist the WASH Project Manager on the preparation of budget, tracking of expenditures and account review;
  • Prepare the cashflow for the technical work activities.

Monitoring and Evaluation:

  • Organise with the MEAL department the survey and other data collection exercise in ITS;
  • Ensure proper documentation of the activities with Concern and donor requirements;
  • Report back any problems and constraints encountered during the course of the activities and suggest operational solutions;
  • Produce weekly progress report on the activities (construction, water provision, desludging activities), achievement and challenges to line manager on a weekly basis;
  • Provide the WASH Project Manager with accurate monthly updates on progress against LCRP WASH activities.

Work Ethic:

    • Adhere to Concern’s Program Participant Protection Policy (P4) and Concern’s Code of Conduct.
    • Support and promote Concern’s Program Participant Protection Policy (P4) and Concern Code of Conduct to the WASH team and Concern’s other departments, partner organizations and beneficiaries.
    • Support the implementation of the Complaints Response Mechanism (CRM) among staff members, beneficiaries and partners.

Other duties as required by the Programme Manager.

 

Skills, Qualifications, Experience and Attitude Required:

 

  • Degree in Civil Engineering or directly related field.
  • Experience in team management is preferable.
  • Minimum of three years’ experience, including at least two years’ experience overseeing community based construction, including TOT for end-users.
  • Strong knowledge and experience of WASH engineering and construction projects and related processes including tendering of works and monitoring of construction sites.
  • Knowledge and experience of surveying practices and equipment.
  • Knowledge and experience of testing of materials, including concrete, steel, aggregates etc.
  • Familiarity with the SPHERE Project and Minimum Standards and Lebanon construction standards.
  • Leadership and supervisory skills and ability to foster team spirit.
  • Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders.
  • Strong facilitation, negotiation and mediation skills and ability to work independently
  • Report writing skills and computer skills in word processing and spreadsheets. Skills in technical drawings software (preferably AutoCad) and project management software.
  • Willingness to stay on site and travel to construction sites all the time.
  • Excellent written and spoken English and Arabic language skills.
  • Commitment to humanitarian principles and values.
