The Project

Project Title: A more sustainable safe drinking water supply for vulnerable communities living in a more protected environment-A3AG

Starting Date:    15 May 2019       End date: 15 June 2019

General Objective: To improve safe access to efficient and sustainable water supply through enhanced water management and environmental sanitation in Lebanon.

Specific Objective: Enhanced provision of safe drinking water, environmental sanitation, and hygiene services to vulnerable population living in the Districts of Baabda, Aley, and Tyre.

Donor Agency: European Union’s MADAD Fund, under the programme “Providing a Coherent and Reinforced Aid Response to the Syrian Crisis, responding to the Needs of Refugees from Syria, Communities Hosting the Refugees and their Administrations”

Implementing NGO: CARE

Beneficiary: South Lebanon Water Establishment “SLWE”.

The above-mentioned program aims to contribute to improved safe access to efficient and sustainable water supply through enhanced water management and environmental sanitation in Lebanon. This will be reached working together with the Lebanese Water Authorities to (i) enable the right conditions for enhancing the management of the water system then move towards a more sustainable Water Demand approach than mere Water Supply (ii) contribute to the Environment Protection with the upgrading of Lebanese wastewater system and monitoring of the sources of pollution in addition to spreading awareness, knowledge, and ownership among relevant stakeholders and communities. 

The Project, financed by the European Union Regional Trust FUND “MADAD”, and executed by  SABIL consortium including 4 INGOs (CISP – Leader of the consortium, Action Against Hunger, CARE and ACTED) in collaboration with the South, Beirut and Mount Lebanon Water Establishments, will be implemented from June 2018 through June 2020.

Within this framework, CARE is seeking appointment of a videographer, with an overall purpose of illustrating what CARE’s work is and how it impacts and transform the lives of communities through

various support offered to them. The shooting of this video documentary will last for a period of maximum three weeks starting from the commencement date.

The idea behind appointing a creative videographer is to allow for a better retention of key messages, a social message; Through inserting images, interviews, graphics, audio and compile them to produce a professional story-telling visual that can easily be possessed by the human brain that could usually retain visual information for long. This is because images are stored in long-term memory, and words and texts are stored in short term memory, and one of the most important objectives of our project is ensure a sustainable community’s awareness toward the water issue.

 

Qualifications of the Videographer:

  • 3+ years of experience in shooting video documentaries

  • Excellent technical capacities (state of art filming equipment preferably High Definition) to ensure smooth and high-quality production.

  • Experience in shooting professional video documentaries

  • Proof of experience by providing sample video documentaries of similar work done before

  • Excellent social and personal relationships.

  • Excellent communication skills.

  • Good knowledge of the technical terminology used within this domain is a plus

1.2 The project areas 

As a part of the proposed action under the MADAD Trust Fund (MTF) overall objective being provision of coherent and reinforced aid response to the Syrian crisis by focusing on the rehabilitation needs of water and environmental sanitation infrastructures intended to be achieved through rehabilitating one pumping station in Ouadi Jilo nr 2, South Lebanon; CARE will be conducting a community-level outreach to promote sustainable and efficient water use, enhancing awareness to integrate the operation of municipality in the frame of the Law 221 as well as for the community on right and duties in the water schemes. 

2. CARE Communication Plan

To achieve the project objectives, our methodology is set to address various targets by using different tools, where it can tackle the issues and gaps identified and to comply with the assessed preferences of the target communities. 

2.1 Audience

For the successful implementation of this activity, community mobilization will be using different tools and approaches identified fit for the culture, age, and socioeconomic characteristics of the targeted population. As per our findings following the initial visits to the 8 municipalities, we must consider the different community groups that are classified mainly into:

    1. Youth (13-22) that is the future generation that has the capacity to spread the water issue among their family households and schools.

    2. Women with their big role in the Lebanese families with regards to the water consumption management and their influence in promoting key messages delivered through our own intervention.

    3. Community that is representing the various ages and groups within a village.

Accordingly, the produced video will be an initial tool into our social intervention plan, where it will be presented in front of all the whole targeted communities (Citizens, local authorities such as municipalities and South water establishment, local associations, scouts, and schools). It will be used during all the awareness session and focus group discussion.

    1. Desired outcomes from the video

  • Promote a communal accountability perspective in the audience minds, highlighting that water is not just a right but a common duty as well that requires public anticipation in legally subscribing and paying for this service. This outcome is expected to be reflected in the video in a touching, attractive and an easy-to understand scenario

  • Highlight the roles and responsibilities of SLWE aiming at educating the audience that public participation is a must for the success of SLWE as an institute.

  • Promote and incentivize public water services, cost recovery (subscriptions and water meters)

  • Promote the values of water conservation, the importance of water quality and the link between water, environment and health at household, schools, and public levels.

Major Responsibilities of the Consultant

  • Produce, shoot and edit, a creative short video (3 minutes max), that can brief all what has been mentioned above.

  • Show a clear conceptualisation, creative, reflective and a friendly Scriptwriting.

  • Responsible for arranging and managing all shooting sites.

  • Use music and language that resonates with all people in the targeted villages (Easy Arabic language), with English subtitles.

  • Proposed timeline and milestones (please provide work plan showing the detailed activity sequence and timeline).

  • Delivering a video with different versions: One original able to be presented on LCD screen, second to be published on social media, and last to be shared by email.

2.1 The Schedule: 

The final version of the Video should be ready after 4 work weeks respectively.
