Human Resource and Admin Assistant

Initiates and leads Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, the recruitment and ongoing development of a superior workforce.

Maintains and enhances the organization's human resources by planning, implementing, and evaluating employee relations and human resources policies, procedures and practices relating to the effective use of personnel within the organization.

Carries out responsibilities in the following functional areas: employee relations, training and development, employment and personnel evaluation.

Assists and advises Nabad about Human Resources issues

Key Responsibilities: 

Work in conformity with Nabad’s internal regulations and in respect of the professional code of ethics.

Maintain human resource staff by recruiting, selecting, orienting, and training employees.

Identify staff vacancies and source, interview, and advise in selecting candidates.

Prepare personnel forecast to project employment needs.

Conduct yearly personnel evaluations.

Maintain the work structure by updating job requirements and job descriptions for all positions.

Plan and conduct a training matrix for the whole institution as well as for new employees, according to needs and in conjunction with Heads of departments, and keep record of the sessions attended by employees.

Maintain updated professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional societies.

Maintain management guidelines by preparing, updating, and recommending human resource policies and procedures.

Develop and implement policies on issues such as working conditions, performance management, improvement systems equal opportunities, disciplinary procedures and absence management.

Work closely with departments and assist line managers to understand and implement policies and procedures.

Complete human resource operational requirements by scheduling and assigning employees; following up on work results.

Undertake regular salary reviews; administer payroll and maintaining employee records;

Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism and lateness rates.

Plan and conduct new employee orientation to foster positive attitude toward organizational objectives.

Provide current and prospective employees with information about policies, job duties, working conditions, wages, opportunities for promotion, and employee benefits.

Negotiate with staff and their representatives on issues relating to pay and conditions;

Ensure the good implementation and respect of government regulations with regards to Labor Law, internal regulations.

Advise managers on organizational policy matters and recommend needed changes.

Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of current policies and procedures.

Analyze training needs to design employee development programs.

Conduct exit interviews to identify reasons for employee termination.

Qualifications:

Experience of working within a NGO/development sector
Previous experience of managing a change management/restructure process
Ability to consider the needs of both employees and management
Ability to multitask and time management
Ability to strategic orientation and fast decision making
Discretion, business ethics, fairness, courage and challenge, determination
Leadership, ability for team orientation
Understanding of the organization needs in terms of human resources
Knowledge of labor market needs and requirements
Excellent communication, organizational and managerial skills
Excellent interpersonal relations
Trustworthy track record, credibility, positive influence
