Request for quotation – Vocational skills Training and supplying Irrigation system in North Lebanon and Akkar.

  1. Description of the needed service:

 

CARE international in Lebanon (CIL) is contracting a service provider who is capable of delivering the following services:

 

Service 1: Providing Training Sessions and employment opportunities:

This training will primarily target vulnerable women and youth from Syrian and Lebanese communities, residing in rural and peri-urban areas, and seek to address challenges they experience in entering the employment market. The youth participants will be selected by CIL from local vocational schools and through communal referrals, and will go through an application, testing and selection process, in accordance with WFP outreach and assessment guidelines.

After graduating from the PSS and LS trainings, 120 targeted youth participants will participate in Vocational training (VT), targeted to the agricultural and agro-food processing sector, covering topics such as Irrigation systems, Nurseries and grafting, Green Houses Installation and welding, and catering; in addition to safety measures and hygiene management. VT will last 1 month, including 40-60 hours of training. After graduating the VT, 60 vulnerable youth participants will be placed in paid “On-the-job” training (OJT) at a host employer who will assign a dedicated trainer to build the youth on job-related skills practically for a period of 15 days (40-60 hours for one-month period). OJT hosting entities will be carefully chosen by CARE based on the retention possibility as well as the potential of knowledge transfer. The dedicated trainer will be compensated for his time with a payment of 150 USD per participant paid by CIL. Following the OJT, the 60 youth participants will be able to obtain a three-month paid Apprenticeship (40-60 hours per month) with participating employers, in order to open employment pathways for these trained youths. During Apprenticeships, youth will be treated as employees in the probation phase aiming to be retained. They will execute real tasks (productive) while covering some lacking skills. CARE will identify employers in the position to take on newly-skilled laborers and will establish and monitor the capacity building plan. By the end of the apprenticeship, CARE expects a high retention rate of apprentices transitioning to formal employment, based on previous experience.

 

 

Service 2: Market Linkage

Since CARE is aiming to create contractors out of some agricultural workers who completed their technical training in Akkar and Dannieh areas by providing them with in-kind grants to purchase irrigation systems for sales and installation services purposes; The newly founded contractors will procure their agricultural materials from the Service Providers mentioned in the above section for a certain percentage of discount; in return, the Service Provider company will entrust these contractors for the implementation of some of its own projects in the area.
