Monitoring and Evaluation Officer

Overall Responsibility

 

The Monitoring & Evaluation Officer will be responsible for the operation management of the project/s he/she is managing under the direct supervision of the Programme Manager.

The Monitoring & Evaluation Officer is responsible to supervise all the programme activities based on the project/s objectives and to follow the PCM cycle; planning, organization, implementation monitoring and evaluation. The Monitoring & Evaluation Officer is responsible after the coordination with the Programme Manager to ensure that all project/s activities are implemented in good quality and quantity as well.

 

Main Duties and Responsibilities

 

1. Monitoring & Evaluation

1.1. Review and develop IRL M&E system.

1.2. Regular monitoring of field activities for the successful and smooth implementation of IRL projects.

1.3. Develop monitoring plans for each project in collaboration with programme teams.

1.4. Ensure that the monitoring and evaluation of all projects are implemented according to each project work plan.

1.5. Ensure that each project includes clear M&E activities.

1.6. Encourage retention of M&E institutional memory in programmes by advising on reporting and communication of lessons learned.

1.7. Ensure that M&E activities are implemented following IRW and the donors’ procedures and guidelines.

1.8. Maintain a complete and accurate soft and hard copies for the M&E surveys, questionnaire and reports. 

 

2.   Project management:

2.1. Conduct need assessments.

2.2. Regularly review for the project’s work plan.

2.3. Implement field visits and ensure the good quality and quantity of the project/s outcomes.

2.4. Draft concept notes and project proposals in line with the identified needs and funding opportunities in coordination with the Programme Manager.

2.5. Review concept notes and project proposals drafted by the programme team and IR stakeholders.

2.6. Identify, facilitate, coordinate and when necessary deliver targeted training to programme team and stakeholders.

2.7. Providing necessary support to Programme Manager in arranging any meeting/ training/ seminar/ workshop, etc.

2.8. Willing and able to travel frequently for extended periods to remote areas of the projects or any other place directed by Programme Manager.

2.9. The Monitoring & Evaluation is expected to spend 40% of his/her time in the field. 

 

 

3.   Reporting

3.1. Produce projects interim reports and final reports in the coordination with the programme team, and ensure that it meets IR and the donor’s standards.

3.2. Coordinate with the programme team to response to IR and its donor’s requests and requirements in terms of report, data and media materials.

3.3. Maintain regular written and oral reporting with IRL Programme manager.

3.4. Conduct programme review check up to ensure that project records are developed and maintained; such as monthly reports, attendance sheets, success stories, data base and records of decisions.

3.5. Regularly report to programme manager about any difficulty met in IRL activities implementation.

3.6. Submitting daily updates, weekly and monthly reports to the Programme Manager on the targets achieved and the progress of the project activities agreed upon in the detailed work plans.

3.7. Reports any breaches of neutrality, even if not true, to the Programme manager with a clear analysis and investigation of the breach.

3.8. Prepare and share coordination meeting minutes and staff meeting minutes with the programme manager and all staff involved

3.9. Ensure the respect of deadline for submission of proposals and reports to donors.

3.10. Ensure that all programme team maintain a complete and accurate soft and hard copies for each project. 

 

4.   Staff management:

4.1. The Monitoring & Evaluation will not directly line manage any staff

4.2. Organize and implement weekly meetings with the Programme team.

 

5.   Logistic, Finance and Administration

5.1. Coordinate with the admin, finance and the logistics departments to ensure that the needed means and tools are available for the running of the project.

5.2. Respect and follow IRL and donor policies and procedures, ex; procurement, supplier quoting and stock control...

5.3. Ensure regular liaison and coordination with both the logistic and the finance department following IRL organogram hierarchy.

5.4. Ensure the adherence to IRL policies and procedures on annual leave applications, sick leave, other leaves, delays in attending work.

5.5. Ensure regular and punctual follow up of the project’s budget expenditure and forecasts through the AX system all the time.

5.6. Coordinate with the media department and facilitate their work.

 

 6.   Security

6.1. Follow and respect the security policy, guides and instructions.

6.2. Report any security event or incident to the security focal point for any incident that might took place in the working environment all the time. 

 

7.   Communication and networking

7.1. Works directly in the field with children, families and stakeholders of the project locations he/she is allocated to.

7.2. Is IRL M&E focal point in the communities and represents the organization.

7.3. Attend sector Working Groups and other internal and external meetings as required and when needed in coordination with the programme manager

7.4. Supports and assists in the network mapping of resources

7.5. Develop and maintain positive and professional relationships with the partner organization, donors, politicians, key government officials, civil society groups, religious groups, NGOs, INGOs, CBOs, media outlets, etc.

7.6. Identify potential partners and discuss the possibility and the level of partnership with the programme manager.

 

8.   IRL policies;

8.1. Ensures a strict adherence to IRL Child Protection, Media, security policies, at all times.

8.2. Report any branch or misconduct he/she might observe and hear to the programme manager ASAP.
