National Program Officer (Basic Assistance)

Under the overall supervision of Head of Office, and the direct supervision of the Emergency Response and Stabilization Coordinator (EC), the National Programme Office (Basic Assistance) will be responsible for assisting in  implementation, monitoring and reporting of Cash Based Interventions and the distribution of humanitarian assistance in support of IOM Lebanon’s Emergency Response programming;  the incumbent will:

  • Assist the EC and the Emergency Response team in implementation and monitoring IOM Lebanon’s NFI distributions, winterization assistance, shelter rehabilitation, provision-related interventions, livelihoods, social stability programming, and cash-based interventions in line with IOM agreements, policies and standard operational procedures.
  • Contribute to organizing, coordinating, and monitoring the implementation of Emergency Response Basic Assistance related programming
  • Supports the planning, implementation and strengthening Cash-Based Assistance (CBA), identify gaps and suggest corrective actions, and  promotes inclusion of cross-cutting issues, such as gender mainstreaming, environmental sustainability, etc.
  • As requested, attend cash and basic assistance related sector and partner meetings and events and liaise with UN, NGOs, local authorities and other counterparts to coordinate implementation of initiatives in basic assistance programs, including winterization and other cash-based interventions,
  • Monitors developments in cash delivery, collects, analyses and disseminates information to assist in identifying trends, challenges and solutions;
  • Contributes to periodic and ad hoc internal/external reports/analysis, and in coordination with Monitoring and Evaluation staff, supports development of information products
  • Prepare monthly updated operational plans on progress of CBA activities and provide feedback to support operational efficiency.
  • Prepare and submit final assessment reports to the EC including the presentation of key findings of CBA impact, and recommended features of the CBA to facilitate effectiveness of unconditional cash assistance, rental subsidies, cash for work, etc.
  • Follow up with relevant IOM Lebanon colleagues on all procurement, transportation, warehousing, and distribution of items relevant to emergency program activities. Coordinate with all relevant units to systematically track cash operational progress on the internal cash system to provide vital feedback on cash infrastructure setup, operational milestones, beneficiary redemption patterns and payment processes.
  • Provide structured capacity building and sensitization to all relevant staff, implementing partners on CBA activities, process methodologies, accountability issues through induction, training, informal support and any other way identified.
  • Assist project units in preparing and processing CBA payments according to IOM Lebanon Finance unit procedures.
  • Act as IOM focal person for operational interactions with the Debit Card provider, in coordination with relevant finance colleagues, for different cash-based emergency activities, including those falling under shelter, basic assistance, livelihoods, and social stability sectors.
  • Maintain comprehensive and accurate archives and tracking of all payment transactions & submissions and follow up that payments are delivered on time.
  • Coordinate with relevant colleagues at IOM (Beirut and field) for the successful implementation of basic assistance and cash transfer activities falling under IOM emergency projects. Provide guidance and support to programme staff on cash and livelihoods related activities
  • Ensure all distributions are documented and reported and beneficiary databases are updated. Identify and report issues in distribution project/programme implementation and propose solutions in coordination with the EC, and continuously track all funds transfers to beneficiaries using appropriate tracking tools;
  • As requested, assist in coordinating activities in coordination with other Emergency programming including Livelihoods and Social Stability activities.
  • Contribute to monthly and other ad hoc reports to meet donor and internal requirements;
  • In coordination with the Monitoring and Evaluation Assistant, support field team during data collection and post distribution monitoring.
  • Perform any other duties as may be assigned.

• Completed a degree in Business Administration, Social Sciences, Economics, International Relations, Political Science, Physical Sciences, Engineering or a related discipline.
• Minimum 2 years’ experience, preferably in an international organization. Experience with IOM or another international organization a plus.
• Previous experience in a similar capacity with humanitarian agencies, particularly the UN, is preferred.
• Knowledge of the UN system and its Rules and Regulations a definite asset;
• Experience in working in an international environment and in liaising with a variety of partners at all levels of the hierarchy.
• Experience working in implementation and delivery of humanitarian projects at the field level is a must.
• Excellent communication and negotiation skills. Ability to present clear and concise information.
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. Proven capacity to work effectively in teams.
• Experience working in complex settings that requires sound judgment, and operational flexibility.
