Livelihoods - Civil Engineer

Job Summary:

Concern Worldwide intends to recruit a Civil Engineer with strong social and humanitarian understanding of construction sector in the role of Livelihoods - Civil Engineer. The purpose of the role is to provide technical oversight to various on-going projects. The personnel will oversee tendering, design, implementation and day to day management of the training activities including rehabilitation, looking for job opportunities for the trained beneficiaries in Construction sector; both private and public and implementation of cash for work activities. S/he will ensure integration of minimum standard awareness of work and health safety in the project. The personnel will work with local authorities i.e. SDCs, municipalities and TVET centers in building technical and managerial capacity to effectively run construction training activities and job referral system after the completion of project.

Roles and responsibilities

Project  Planning, Design, and Management:

    1. Oversees preparation of technical documents such as maps, designs, tender documents, BOQs, procurement documents. S/he will also be responsible to check quality of material and equipment purchased under different projects.
    2. Provides technical oversight to hiring of consultant and inform Livelihoods team of specific skill gaps that are exist in construction labour and to propose adequate training methodology to sufficiently train labour and fill such gaps.
    3. Provides timely technical advice to consortium, building inspection/monitoring protocols and feedback to the trainers onsite
    4. Oversee and carry out assessments of buildings and training space for the implementation of planned construction trainings.
    5. Ensure that the works for infrastructure i.e. building rehabilitation, irrigation canal and roads, where and if needed, are designed, implemented and completed in accordance with agreed programme objectives, in line with international and humanitarian best practices and standards, and in line with the programme approach ensuring complementarity with other Concern Lebanon programme activities as necessary;
    6. Ensure that construction trainings are inline with legal guidelines, environmental directives and health and safety requirements and ensure that labour trained has adequate knowledge of their rights.
    7. Ensure that all resources are in place to implement the project in accordance with the work plans and agreed timelines, including but not limited to: training equipment, Training of trainers according to manual, private sector engagement and are in line with realistic timeframes and milestones agreed.
  1. Develop work plans and compare progress with agreed plans:
    1. In collaboration with the programme manager and other team members, develop a work plan for the implementation of the project;
    2. to monitor training activities and to make necessary adjustments to work plans if necessary in a timely manner
    3. Develop and implement action plans, review achievements and constraints and provide feedback accordingly;
  2. Manage and support the reporting of the activities internally, to the donor and to stakeholders:
  3. Liaise with all relevant stakeholders, beneficiaries, and donors:
    1. Act as a liaison officer with Local Authorities, Associations and Communities of the Project;
    2. Coordination with all stakeholders, especially private sector construction companies to explore opportunities of employment of trained beneficiaries.
    3. Ensure maximum visibility of Concern actions amongst the beneficiary communities;
    4. Participate in inter-NGO Coordination meetings;
    5. Promote and ensure the participation of the programme stakeholders (especially target communities) in all stages of the programme cycle;
    6. Assistance in preparation of MoU with communities / agreements with beneficiaries;
  4. Coordination of logistic means for activities related to the project. Mitigate against and resolving issues as they arise with various stakeholders thus ensuring the smooth implementation of the project

Representation and Coordination:

  1. Represent Concern Lebanon at local, regional and national level in regards to meetings with Consortium members, donors, stakeholder and other relevant actors as necessary.
  2. Coordinate project activities with other actors and stakeholders in the programme area as necessary.

Work Ethic:

  3. Under take other related duties as may reasonably be assigned by the Assistant /Country Director.

Person Specifications

  • Minimum Bachelor's Degree in Civil Engineering, similar from an accredited University, Master’s degree is desirable.
  • Minimum 2 years of working experience with an NGO or UN agency, preferably in projects involving cash for work to construct irrigation canals and rehabilitate community based infrastructure.
  • Minimum 5 years of working experience in the construction sector in a technical or engineering role, managing construction sites; residential and commercial with insight of skill sets needed and labour management practices in Lebanon.
  • Excellent written and oral communication skills and English and Arabic.
  • Excellent knowledge of Microsoft office and email. Knowledge of the Health and Safety regulations in the Workplace.
  • Good track record of managing and leading a team
  • Experience liaising and collaborating with local government authorities in North Lebanon
  • Established network of contacts with local government authorities in North Lebanon is desirable
  • Experience in capacity building of local organisations
  • High level of self- initiative, autonomy and problem solving skills
  • High ability to work in a systematic and organized manner
  • High ability to be pro-active with tasks and duties, foreseeing challenges and delays
  • High ability to work calmly and efficiently under pressure, prioritize tasks and meet tight deadlines
  • Ability to negotiate and assist in the resolution of disputes/conflict
  • Familiarity with the Lebanon construction standards
  • Experience in conducting surveys, managing and analysing data and statistics
  • High integrity and willingness to conduct her/himself transparently and open to scrutiny
  • Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect and care
  • Strong empathy skills and genuine care and respect for needs of others
