1. Background:
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is owned by the German Federal Republic and works worldwide in the fields of international cooperation for sustainable development. GIZ provides viable forwarded solutions for political, economic, ecological and social development in a globalized world. Our corporate objective is to improve people’s lives on a sustainable basis.
2. Scope of Work:
The German Development Cooperation in Lebanon – Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is operating in Lebanon. Currently, GIZ employs about 50 local staff (National Personnel) in Lebanon.
The main objective of the assignment is to conduct a thorough and comprehensive market review and analysis by benchmarking with other similar organizations (15-20 organizations) that are active in Lebanon for:
A): Salaries, benefits and compensations, in the light of current market conditions by benchmarking with other similar organizations which are active in Lebanon (at least 20 organizations). Salaries, benefits and compensations in the public and private sector.
B): Remuneration raster for service providers (appraisers, consulting firms) on short term and non-employment bases, in light of current market conditions by benchmarking with other similar organizations which are active in Lebanon (at least 20 organizations) (working sectors to be covered in this study will be agreed upon later).
3. Tasks of the consultant:
3.1 Prepare questionnaire and collect data on behalf of GIZ that are shortlisted by GIZ in addition to what are suggested by the consultant and agreed with GIZ.
3.2 Receive and thoroughly review the collected data.
3.3 Prepare an inception report that clarify the methodological approach for achieving the agreed upon tasks and outputs.
3.4 Continuous feedback to GIZ regarding the process, milestones, obstacles and suggests modifications on activities/process, when needed.
3.5 Prepare the draft reports for Lebanon.
3.6 Explain, discuss and seek approval of GIZ.
3.7 Produce approved reports: GIZ report for Lebanon and summary reports of other institutions and submit to GIZ Lebanon (hard and soft copies in English Language).
4. Reporting and Deliverables
4.1 Detailed and comprehensive report/study comprising the analysis and conclusions for Lebanon. Report shall include the individual benchmark job data analysis, the market line for all jobs and allowances/ benefits comparison sheets for Lebanon. Overview of salaries in public and private sector.
4.2 Updated GIZ Salary Scale with Minimum –Mid-Maximum (current salary scale does not include the variable Mid) for Lebanon.
4.3 Summary reports for participating organizations, for each participating institution: Salary level of the organization vs market level. Indicating where they stand compared with the rest of organizations that contributed in this review/study. Summary of allowances/benefits/ work conditions comparison of all participating organizations.
4.4 Updated Local Experts Fee Scale (Remuneration Raster) for Lebanon.
5. Time Schedule:
The study is anticipated to be conducted from 01.07.2019 to.15.09.2019
Part One: Lebanon
Draft report for Lebanon by 15.08.2019
Final report for Lebanon by 15.09.2019
6. Confidentiality:
The selected consultant shall not disclose any data or information pertaining to this mission to anyone. The consultant shall also list clearly all sources of information pertaining to this mission.
The consultant should at no time disclose ─ whether during the service hours or outside service hours ─ any of the information related to GIZ, its work regulations or any other private work issues to any persons other than those in charge or those authorized in this regard unless a written authorization is obtained, in this regard, in advance from GIZ – Head of Finance and HR Department.
The consultant shall be committed to keeping the industrial, technical, commercial and professional secrets of GIZ. Also maintain the confidentiality of the information, data, documents, computer programs and its data, or information saved on computer discs, USB memory sticks, etc. which is informed about in line of being in services or due to being presence at GIZ. Also, the selected consultant may not disclose or leak any of those information, accounts, news or ideas even after the expiry of the service contract.
Otherwise, GIZ shall have the right to claim compensation, in accordance with the provisions of the current Lebanese Labor Law and any other laws in force. Furthermore, providing others’ with access to any of this information shall also be regarded as information disclosure.
