OBJECTIVE OF THE POSITION:

Under the supervision of the Operational Coordinator, the Project Manager has to manage the overall components of the project and assure that the project meets its objectives and reach the pre-defined indicators. The project manager designs and leads activities that provide information and evidence as regards to the effectiveness of the project in meeting its goals.

The project manager role is to guarantee the good implementation of project activities and the achievement of the objectives.

 

The Project manager has to manage a team of technical advisor and technical officers.

 

REPONSIBILITIES:

 

Responsibility 1: IMPLEMENTATION OF ACTIVITIES

Activities:

  • Monitors qualitative project implementation, ensuring successful realization and achievement of project’s objectives and indicators. Ensure compliance with HI mandate and policies and collaborates to the design and implementation of the mission strategy in the country of intervention.
  • Ensures collection and archiving of sources of verification, especially the contractual ones
  • Proposes any adjustment of the project whenever needed (change of context, delay in the implementation, adaptation of tools, etc.)
  • Ensures the quality of work of his/her team through regular field visits, monitoring on data collection, supervision on implementation of technical guidelines and internal procedures
  • Lead the methodologies for major baseline, and needs assessment studies for the project;
  • Keep track of all monitoring and evaluation schedules and implementation of monitoring and evaluation procedures;
  • Ensuring quality, accuracy and confidentiality of data and the serious follow up of available guidelines.

 

Responsibility 2: TEAM MANAGEMENT

Activities:

  • Ensures a good communication, coordination and information of each member of the team and other colleagues, through regular team meetings and proper/relevant information sharing
  • Oversees team’s planning (action plans, leaves planning, weekly movement plan, etc.)
  • Supports and builds the capacity of the colleagues under his/her management, and assesses the needs for additional training
  • Ensures that appraisals of the employees are done according to the HR procedures and is aware of the professional evolution of each staff member, and its development within the mission
  • Ensure conflict resolution (personal and professional) within the team and informs the supervisor when necessary

 

Responsibility 3: PARTNERSHIPS

Activities:

 

  • Responsible for partnership follow-up: quality of service provision, indicators, respect of HI’s SOPs
  • Negociates partnership agreements
  • Defines with the partners a work plan with objectives to be achieved and provide the needed tools
  • Provides technical advices and on the job training to partners’ members
  • Provides a technical support to the partners to develop adapted activities for beneficiaries
  • Ensures a proactive presence in the planning with the partner and during the activities
  • Ensures the compilation and recording of all activities and impact measurement
  • Produces and disseminates specific data analysis
  • Produces final report at the end of the contract

 

Responsibility 4: REPORTING

Activities:

  • Quality check, consolidation and diffusion of the reporting/request tools
  • Sends minutes from all the meetings and discussions with external actors
  • Sends any other report upon line management request
  • Reports any constraints or problems faced with the team before taking any action
  • Reports without any delay any security issue
  • Provides a monthly Reports  to the Operations Coordinator and organize quarterly project review meetings, in collaboration with relevant support services and team of the project
  • Facilitates regular reporting of their team to the Coordination and technical unit (Minutes of meeting…etc.);
  • Participates to intermediate and final project reporting
  • Provides the Operations Coordinator and Country Manager with a mission report and/or handover document at the end of the assignment

 

Responsibility 5: LIAISON WITH STAKEHOLDERS AND IDENTIFICATION OF THE DIFFERENT SERVICES PROVIDED AT LOCAL LEVEL

Activities:

  • Meets on regular basis the different stakeholders
  • Facilitate media and donor visits on the field if required by the HoM, according to the ToR and the team’s inputs

 

Responsibility 6: Security management

Activities:

  • Follow up of security situation in the area of intervention and alert the Country manager in case of incident
  • Ensures the implementation and respect of HI security rules by his/her teams

 

Responsibility 7: Accountability and Learning

Activities:

  • Contribute to safeguarding mechanisms especially regarding beneficiary complaint mechanism protocol, building on the existing processes and through introduction of new SOPs;
  • Organize its presentation to the teams, and ensure its implementation;
  • Routine capitalization of the lessons learned and ensuring that these are fed into the program and strategy development

 

 

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

THE SUCCESSFUL CANDIDATE will have:

 

  • Strong interpersonal and communication skills
  • Fluent in English and Arabic (reading, writing and speaking)
  • Special ease at collaborative work, participatory approach
  • Excellent team worker; ability to create dynamic and very positive working relations including at distance, with high level of mutual confidence and solidarity
  • Positive and constructive personality, very composed, solution-oriented and with a high level of professional maturity
  • Ability to travel in the country and in the region
  • Sense of humour

 

EDUCATION AND EXPERIENCE:

  • MBA or university degree in development studies or any equivalent degree (Additional academic background related to inclusion of excluded groups, disability issues, social work and advocy is highly preferrable)
  • Minimum 5 years of experience in development livelihood sector, with preference to have experience in emergency livelihood or disability inclusive employment project.
  • Experience in technical representation and networking skills at different level (national, regional and local).
  • Working knowledge of disability approaches and gender based violence approaches especially the one related to employment.

Basic salary range for the position : Between 2350$ - 2700& based on experience and according to HI salary Grid
