Communication officer - project manager (part-time position)

Context of the project

 

According to Transparency International’s 2017 Corruption, perception Index Lebanon ranks 143 out of 180 countries in terms of corruption. Corruption is indeed a prevailing problem in the country and affects both public and private sector. Local polls confirm that the Lebanese opinion considers the problem as endemic.

Sources of corruption are extremely diverse but can be summarised in three main causes: political, administrative and social causes.

 

However, in recent years, Lebanon has showed a willingness to take actions against this phenomenon and Anticorruption is becoming a high priority on the new government’s agenda. This echoes to the growing demand from the International partners. The CEDRE conference in Paris has provided an opportunity to recall the importance of a sound management of public finance for private and public investments and the Lebanese government committed itself to take measures along these lines.

 

Transparency and Anticorruption project

 

Expertise France has been entrusted by the European Union to implement a 3-year project to support the national effort on combatting corruption. 

 

The project aims at supporting the national effort on combatting corruption through promotion of transparency and the improvement of public accountability. These objectives will be achieved through technical assistance, equipment procurement and grants to Lebanese SCOs and NGOs.

 

Objective of the Assignment

 

The designated expert will

  1. Initiate and supervise the awareness campaign
  2. Coordinate and Implement the Communication plan of the project

 

Context of the assignment

The assignment will cover numerous communication aspects and ensure both visibility of the project and communications on its contents.

It implies that various means of communication will be used, such as leaflets, brochures, press relations, website etc.  Public events will also be essential, starting with a kickoff event which will underline the main objectives of the project and also state its purpose and ownership

The other element is a communication campaign on the objectives of the project. A number of anti-corruption campaigns have already been run, mostly under Ngos initiatives. Some of them have retained the public’s attention but the end result tends to show that advertising campaigns as such are not sufficient. A change in the approach, in the content and in the messengers (shift towards the Next generation) is necessary to bring innovation and credibility. Innovation and creativity are required and the strategy aims at bringing this new approach

Tasks Description

The Expert will implement and coordinate the various aspects of the communication and awareness strategy, under supervision of the project coordinator and STE4.

In particular the Expert will:

  • Run the selection process for recruitment of outside contributors (PR or ad agencies, social media developers, press consultants...) as requested and along the guidelines of calls for proposals
  • Organise public events
  • Coordinate production of tools needed for publicising the project activities
  • Ensure that the communication platform, its various participants and stakeholders are properly implementing the project strategy and take all necessary actions in that purpose.

Deliverables

  • Personal presence (2day a week). Reporting line: to the Project coordinator and to the communication senior expert.
  • Documented procedures and reporting for selecting outside contributors and services providers.
  • Monthly assessment (report and timesheet) in conformity with the project timeline

Requested profile

Education and experience:

  • University Degree in Communication
  • Significant experience (3 to 5 years) on a similar position is a must  
  • Experience in event driven communication is a must
  • Experience in institutional communication is an asset
  • Experience in international project management; knowledge of EU procedures for cooperation projects is an asset

Competences and skills:

  • Ability to work effectively as a team member and independently
  • A high degree of integrity and the ability to deal with confidential information is required
  • Good knowledge of the local Marcom market
  • Ability to handle communication tools and experience both in PR activities (events, seminars, and their visibility) and Communications campaigns, in particular through digital channels.
  • Fluent in Arabic and English, French is also an asset.

 

Location, Duration and Arrangements for performance

 

Location: Lebanon

Starting date: June 2019

Period of implementation: 12 months renewable – trial period 3 months.

Type of contract: Part-time position – 115 working days/year. To be determined.
