Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

Background:

The current project aims to contribute to a dignified life for refugees and vulnerable host communities in Lebanon through diminishing protection threats and their effects while at the same time supporting and strengthening collective efforts among local CSOs. The action is a continuation on the work of the Working Group for Persons Affected by the Syrian Crisis (WG PASC), a protection advocacy network of national and local Civil Society Organisations (CSOs), supported by Oxfam and facilitated by ALEF.

The project involves enhancing WG PASC’s strategic capacities to work jointly and influence decision-making and policies on the Syrian crisis more effectively. The network management capacities of ALEF will also be developed in order to ensure to ensure better efficiency, impact and sustainability of the action.

Key tasks:

  • Produce a baseline evaluation combining endline results from previous relevant projects, the current project logframe, results of the Capacity- building evaluation report for ALEF, capacity- building plan for WG PASC, as well as other evaluation tools.
  • Conduct frequent field visits to assess the effectiveness of projects and monitor progress in close collaboration with the project team.
  • Create, develop, and support the project team to use MEAL systems to collect, aggregate and analyze data.
  • Ensure implementation of MEAL frameworks by project team at each individual project level (Provide follow-up, set timelines, hold team accountable, back stopping support field level data collection).
  • Provide clear and goal-oriented guidance to project team to ensure implementation of MEAL processes
  • Lead in analyzing MEAL findings and reporting, publications and other production of other documents.
  • Coordinate all M&E related activities with the donor and partners

Required skills and qualifications include:

  • Bachelor’s degree Social Sciences/Development Management/International Development/Statistics or relevant field
  • Solid track record in M&E including baseline surveys, research, statistics and others
  • An analytical mindset with experience in evidence based impact analysis that will support the development of an effective & efficient MEAL system
  • A team player with demonstrated collaboration skills and the ability to mobilize and work as part of a diverse team to achieve desired goal
  • Ability and willingness to travel locally
  • Strong English and Arabic skills, both written and oral format
