Support WASH Coordinator

POSITION GENERAL OBJECTIVE

After years of generous welcome of people displaced by the Syrian crisis, Lebanon’s stability continues to be tested with severe social, economic and environmental impacts whilst poverty deepens, and Humanitarian needs remain. The Government of Lebanon (GoL), the United Nations (UN), Non-Governmental Organizations (NGOs) and other partners are working together under the Lebanon Crisis Response Plan (LCRP) 2017-2020. This plan focuses on humanitarian assistance to vulnerable communities, including persons displaced from Syria, vulnerable Lebanese and Palestinians, but it also strongly seeks to expand investments, partnerships and delivery models for stabilization as a transition towards longer-term development strategies.

The LCRP comprises ten sector strategies (including the strategic direction of the Child Protection and Sexual and Gender-Based Violence sub-sectors), which are implemented by the GoL, the UN, NGOs and other stakeholders. The Ministry of Social Affairs, UNHCR and UNDP assume the responsibility to coordinate the existing sectors in all field locations and in Beirut, and draws on UN agencies’ and NGO comparative expertise, supported by an integrated information management system.  Each sector has a working group which is led by a government line ministry and supported by a UN agency for coordination, each in accordance with a terms of reference.

 

Structure

The Water sector Working Group (WS) is open to all humanitarian and stabilization operational partners intervening in the Water sector, be they Government, UN/inter-governmental organisations, or non-governmental organisations (both national and international) that are abiding by established humanitarian principles in the delivery of their humanitarian and stabilization interventions.

The WS is led by the Ministry of Energy and Water (MoEW) and supported by UNICEF as per their leadership and specific accountability in the sector’s response (collectively referred to herein as WS leads). In addition, the WS leads in Beirut and/or the field may appoint an NGO representative for coordination support. Refer to Annex 1 for NGO coordination support.

The overall objective of this position is to ensure the WASH Sector is functionally achieving effective humanitarian coordination in the field of WASH response in Lebanon. The specific objective of the agreement is to ensure an active involvement of NGO WASH stakeholders in Wash Sector activities to ensure a coherent and effective response by WASH partners in a strategic manner to a humanitarian crisis.

It is expected that the Wash Sector Co-coordinator will be dedicated by the parent agency for at least 70% of the overall staff time.

 

POSITION SPECIFIC OBJECTIVES AND TASKS

 

Objective 1: Inclusion of key humanitarian partners

Tasks

Ensure inclusion of key stabilization and humanitarian partners for the sector, respecting their respective mandates and programme priorities. Special focus will be given to the inclusion of Lebanese institutions and organizations.
 

Objective 2: Establishment and maintenance of appropriate humanitarian coordination mechanisms

Tasks

  • Secure commitments from humanitarian partners in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the sectoral group, with clearly defined focal points for specific issues where necessary;
  • Ensure the complementarity of different humanitarian actors’ actions;
  • Ensure effective links with other sectoral groups
  • Ensure that sectoral coordination mechanisms are adapted over time to reflect the capacities of local actors and the engagement of development partners;
  • Represent the interests of the sectoral group in discussions with the Humanitarian Coordinator and other stakeholders on prioritization, resource mobilization and advocacy;

Objective 3: Coordination with national/local authorities, State institutions, local civil society and other relevant actors

Tasks

  • Ensure that humanitarian responses build on local capacities;
  • Ensure appropriate links with national and local authorities, State institutions, local civil society and other relevant actors, and ensure appropriate coordination and information exchange with them.
  • Ensure appropriate coordination with all humanitarian and stabilization partners (including governmental institutions and agencies, national and international NGOs, the International/national Red Cross, UN agencies, and other organizations), through establishment/maintenance of appropriate sectoral coordination mechanisms (i.e. regularly scheduled working group meetings; use of inter-agency portal and mailing list to disseminate information), including working groups at the national and, if necessary, local level
  • Secure commitments from partners in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the sectoral working group, with clearly defined focal points for specific issues where necessary;
     

Objective 4: Attention to priority cross-cutting issues

Tasks

Ensure integration of agreed priority cross-cutting issues in sectoral needs assessment, analysis, planning, monitoring and response (e.g. age, diversity, environment, gender, and human rights); contribute to the development of appropriate strategies to address these issues; ensure gender sensitive programming and promote gender equality; ensure that the needs, contributions and capacities of women and girls as well as men and boys are addressed; as well as those with special needs, disabilities or hard to reach, and that all programming follows a do no harm approach.
 

Objective 5: Planning and strategy development

Tasks

  • Ensure predictable action within the sectoral group for the following:
  • Developing/updating agreed response strategies and action plans for the sector and ensuring that these are adequately reflected in overall country strategies, such as the LCRP;
  • Drawing lessons learned from past activities and revising strategies accordingly;
  • Developing an exit, or transition, strategy for the sectoral group.
  • Ensure participatory planning, mid-term reviews and strategy development for the sector;
  • Engage with the Joint Analysis Unit, the Information Management and Assessments Working Groups to ensure effectively coordinated needs assessments, gaps and capacities analysis, evaluation and impact assessments to maximize impact, prevent overlap and minimize gaps;
  • Identify and share information about needs/gaps analysis to guarantee a common understanding by all partners of the sector’s needs, to ensure that the strategy’s objectives and targets are met;
  • Develop appropriate strategic documents, guidelines, SOPs and policies to implement the sector strategy.
     

Objective 6: Application of standards

  • Ensure that sectoral group participants are aware of relevant policy guidelines, technical standards and relevant commitments that the Government has undertaken under international human rights law;
  • Ensure that responses are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligations.
     

Objective 7: Training and capacity building

  • Promote/support training of staff and capacity building of humanitarian partners;
  • Support efforts to strengthen the capacity of the national authorities and civil society
     

Objective 8: Technical support on Solid Waste Management and Environment

  • Collect and analyze primary and secondary data from different sources related to the Solid Waste sector in Lebanon, especially focusing in the South Lebanon and Bekaa
  • Identify the needs in terms of SWM and the design and implementation of relevant needs assessments
  • Design and develop SWM projects in coordination with other technical departments if required, administration and logistics departments
  • Ensure the technical relevance of Action Against Hunger WASH/SWM projects, by providing expertise, assertive and efficient inputs to each program
     

Objective 9: Security

Tasks

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

 

KNOWLEDGE AND EXPERIENCE REQUIRED:

  • Training/ Education: University degree in WASH related areas with a minimum of 3 years’ experience in Humanitarian assistance.
  • Technical specific knowledge: Expertise in Water, Waste-Water, Hygiene, and Engineering. Environment (Solid Waste Management)
  • Previous experience: Considerable relevant field experience in WASH projects in humanitarian and development programs preferable with non-governmental organizations.

Experience in management and capacity building of teams in complex contexts.

Proven record of training/skills development of individuals and teams, including partner organizations.

Proven ability to analyze complex humanitarian and recovery contexts at local and national level, monitor changes and translate into appropriate strategic planning

Good assessment, analytical, monitoring and evaluating and planning skills and project management skills to enable program delivery.

To consolidate and triangulate information received from various sources

Working experience in Lebanon is preferred

  • Humanitarian sector knowledge: At least 3 years of experience in the WaSH sector, and experience in the Humanitarian Sector
  • Action Against the Hunger knowledge: Will be an asset
  • Languages: Reading, writing and speaking English compulsory; Arabic, and French recommended
  • IT and specific systems: Fully proficient in MS-Office, Outlook and Skype, familiarity with GIS, Autocad, WAterCad and ODK an asset
  • Mobility (national/ international): Sporadic movements to the regions for Coordination meetings

 

REMUNERATION PACKAGE:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

Based in: Beirut

Formal work contract: 12 months

Salary: from 2403 USD to 2548 USD  gross per month according to candidate’s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.
