Insight Manager - M&E Focus (Local Hire, Lebanon)

Purpose of Position:

ARK is a Lebanon based development consultancy committed to empowering local communities and beneficiaries in conflict, post-conflict, and fragile areas through the provision of evidence-based programmatic interventions, policy recommendations, research and training services.

ARK’s approach relies on combining mixed-methods research with strong, consistent engagement with local communities and stakeholders to bridge the gap between the aspirations of local communities and the priorities of governmental and multilateral actors, thus informing the design and implementation of relevant programming. Utilising innovative quantitative and qualitative methodologies to generate data, we deliver, monitor, evaluate and learn from our impacting programming.

Insight Department:

ARK’s Insight department houses multi-disciplinary Research, Analysis, and Design, Monitoring, Evaluation and Learning (DMEL) staff, who are empowered to work collaboratively and cross pollinate skills, approaches and findings. This current vacancy is in the Insight department in the Lebanon office, with an DMEL focus that spans the portfolio of Lebanon work.

Major Responsibilities:

DMEL

Monitor the implementation of project specific DMEL plans in alignment with the ARK’s DMEL guidelines, and provide supervision to more junior staff who deliver data collection and initial report drafting, where relevant

Manage the identification and design of appropriate tools, formats and procedures of operational monitoring; quality control use of tools

Support the mainstreaming of gender and conflict sensitivity throughout DMEL processes, including reporting

Produce and/or oversee reporting as per DMEL plan’s reporting schedule (W\weekly and monthly highlights, client’ reports, FGD analysis, KII analysis…).

Organize analysis sessions with project staff to reflect on findings and agree on programmatic action.

Assist in organising trainings on DMEL principles for capacity development and awareness among ARK staff and partners.

Ensure that project level means of verification are available and organized as per the designed logframes.

Support on-going thematic, geographic and project-based learning across the country portfolio, including hosting learning events and trainings and delivering written reports and/or publications where necessary.

Other:

Represent ARK DMEL team during internal and external meetings and working groups.

Contribute to relevant publications, external events (e.g. conferences) etc. as relevant and appropriate

Undertake other duties related to DMEL as assigned by the DMEL Manager and Programme Manager.

REQUIREMENTS

MUST BE A LEBANESE NATIONAL OR HAVE THE RIGHT TO WORK IN LEBANON

University degree in Social Science, Economics, communications, journalism or related field.

excellent writing, editing, and speaking skills in both English and Arabic

At least 5 years’ of progressive DMEL experience.

Experience with conducting qualitative and quantitative data collection at field level.

Excellent analytical skills with an orientation to detail; experience in distilling critical qualitative and quantitative information from complex data to inform programme performance, learning and quality improvements.

Experience with reporting and data verification.

Demonstrated ability to plan and deliver training and onsite capacity building
