Chemonics International is an international development company based in Washington, D.C. Our mission is to promote meaningful change around the world to help people live healthier, more productive and more independent lives. Since 1975 we have worked in 149 countries around the world, and currently implement 113 contracts in 68 countries. Our main partner is the United States Agency for International Development (USAID), but we occasionally work with foreign donors as well. We have over 600 staff based in our Washington, DC office and over 3000 staff in our project offices around the world.
USAID/Lebanon Community Support Program (CSP)
This 5 year project aims to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence in Lebanon. We’re a regionally based program, based in Beirut with activities in Bekaa, North, and South Lebanon. Chemonics is the sole owner of the Lebanon Community Support Program IDIQ contract. We currently have two Task Orders. Task Order 01 (which covers Operations and Management) and Task Order 02 (covers our technical community support work). We may be awarded more task orders in the future.
1. Summary of Position
The Grants and Subcontracts Specialist / Manager will assist in the issuance of grants and subcontracts under the CSP in accordance with Chemonics’ highest standards and USAID regulations. The Grants and Subcontracts Specialist / Manager will be involved in the subaward process including solicitation, evaluation, award, monitoring, and close-out of grants, subcontracts, and construction subcontracts.
2. Specific Duties and Responsibilities
- Assists the Activity Funds team in compliance with Chemonics policies and procedures and consistency with the project Activities Management Guide in coordination with program staff. This includes specific procedures relating to grant/subcontract solicitation and selection, grant/subcontract award, grant/subcontract implementation, grant/subcontract monitoring and evaluation and grant/subcontract close-out.
- Assists the Activity Funds team in proper preparation and execution of grant/subcontract documents and grant/subcontracts disbursements consistent and compliant with USAID and Chemonics requirements, and project procedures and best practices. Documentation required will include grant agreements/subcontracts, negotiation/selection memos, evaluation forms, grant activity forms, branding and marking plans, and others.
- Assists with review of grantees and subcontractors financial reports and payment requests before processing subsequent payments.
- Assists with financial tracking for the grants and subcontracts advances and liquidation reports.
- Ensure that electronic and hard copy files for each grant and subcontract under the CSP project are completed.
- Maintains a tracking system for preparation of tenders, evaluation of applications/proposals, and monitoring of grantee/subcontractor performance, invoicing and payment. This includes updating and revising the grantee/subcontractor database.
- Assists with record management by filing, scanning, and maintaining documents.
- Maintains and routinely updates grant/subcontract database.
- Travels to field locations and elsewhere in country if/as needed to support grant/subcontract making and/or implementation.
- Other duties as assigned by supervisor or Deputy Chief of Party of Operations, or equivalent.
3. Minimum Qualifications
- At least 5 years of professional experience, 2 of which in a similar position.
- Knowledge of USAID rules and regulations related to grants and subcontracts is required.
- Previous experience in subcontracts management (specifically construction subcontracts) in USAID-funded projects is preferred.
- Fluency in oral and written English and Arabic is required.
- Organizational, prioritization, and multi-tasking skills are required.
4. Place of Assignment
The Grants and Subcontracts Specialist/Manager will be based in the project’s main office in Beirut, Lebanon, and travel throughout the country as needed.
5. Reporting
The Grants and Subcontracts Specialist/Manager will report directly to the Senior Activity Fund Manager, or equivalent.
