Primary Education Specialist, QITABI (Quality Instruction Towards Access and Basic Education Improvement) 2, USAID

Project Summary 

MSI is a key partner in the Quality Instruction Towards Access and Basic education Improvement (QITABI)-2 Project, which is led by World Learning. QITABI-2 combines a crisis response and development approach to expand equitable access to education and improve learning outcomes for children. MSI will collect and analyze data on students’ performance levels in reading, writing, math and social emotional learning (SEL) in grades 1 to 6 in Arabic, French and English; develop performance benchmarks in reading, writing and math; conduct surveys and observations of teachers’ instructional knowledge and practices; and design and implement a comprehensive capacity building plan for CERD and DOPS in national assessment and data for decision-making.

 

Position Summary

The Primary Education Specialist will contribute to the development of assessment tools for reading, writing, math and SEL, organize and monitor data collection activities, support the development of benchmarks for reading, writing and math in primary grades, and contribute to report writing. (S)He will co-lead training workshops and contribute to the implementation of capacity building programs in assessment

 

Responsibilities

  • Provide technical support for the development of data collection tools for reading, writing and math in French and/or English
  • Analyze the Lebanese primary education curriculum and QITABI-2 intervention documents to inform the development of the data collection tools
  • Facilitate workshops with the Ministry of Education and Higher Education (MEHE)-Directorate General of Education (DGE) and Center for Educational Research and Development (CERD/CRDP)
  • Contribute to organizing and implementing capacity building programs in assessment for MEHE-DGE and CERD/CRDP
  • Contribute to the establishment of benchmarks for reading, writing and math for primary grades
  • Organize and monitor data collection activities including assessment of student performance, classroom observations and teacher surveys
  • Design and co-lead training sessions for enumerators, supervisors and quality control officers on the administration of the data collection tools
  • Support the development and implementation of data quality assurance systems
  • Contribute to data analysis and report writing in English and Arabic
  • Any other tasks requested by the QITABI-2 Assessment and Research Expert and the MSI Technical Director

 

Qualifications

  • Master’s degree and at least 5 years of professional experience
  • Academic background in education, psychology, languages, assessment or any relevant field, required
  • Strong understanding of the Lebanese curriculum for primary grades, required
  • At least 3 years of experience in teaching primary grades, preferred
  • Experience with data collection and monitoring/evaluation activities, required
  • Reading and speaking fluency in English and Arabic, required
  • Experience in leading training sessions, preferred
  • Experience working with public schools and the Ministry of Education and Higher Education, preferred
  • Experience with development projects, preferred
