Child Protection Policy - Child Friendly Version Consultant

Background/SC Summary:  

Child Protection Policy for Students in the Education Environment (CPP) was developed by the University of Saint Joseph (USJ) with the support of UNICEF and in close collaboration with the Ministry of Education and Higher Education in Lebanon (MEHE). The CPP aims to ensure that safe environment that promotes the wellbeing of children in schools and capacity of MEHE to respond to the individual needs of high risk children which are identified in the school environment through the specific referral mechanism.

Based on that, Save the Children International will develop and pilot a child-friendly version of CPP that children, teachers, schools and families can use and disseminate. Save the Children will hire a Consultant to develop and pilot child-friendly version (CPP CFV) of CPP in schools in Lebanon and support the roll out of this child friendly version.

 

Job Overview/Summary:

The CPP CFV consultant is expected to deliver the following results:

- Development of child- friendly version of the CPP which will describe the policy in friendly language and vocabulary for children and their families.

- Development of materials and tools for the Training of Trainers (ToT) to be provided to the Departments of Counseling and Guidance (DOPS) and school teachers.

- Development of activity set, including educational cards, games, etc. that children can duplicate with their peers introducing the CPP and creating an event around it.

- Development of the content for IEC materials (leaflets, posters and cards) that can be used by children, teachers and families on the CPP.

The work should be done in close collaboration and coordination with SCI Education and CP Technical Advisors (TAs).

 

Duration: 01 June-31 December 2019

 

Working days:     30 days divided as following (estimated, to be discussed with consultant):

                               15 days for desk review and adaption of the CPP version into a CF language and a summary.

                               5 days for the TOT preparation and to develop the TOT materials.

                               10 days for School clubs TOT and activities, trainings with DOPS team.

 

Position reports to:

- Education / Child Protection TAs.

 

Major Responsibilities:

- Conduct in- depth review of CPP to serve as a base for development of CPP child-friendly version (CFV).

- In coordination with SCI Education and CP TAs develop inception report introducing the mixed methodology and selection criteria of the targeted groups.

- Develop CPP CFV using child-centered and gender sensitive approaches.  

- Develop training materials for ToT, including training package for trainer, tools and communication guidance for children’s club’s activities and/or events. Ensure that all materials are child-centered and gender-sensitive. 

- Ensure children’s participation during whole process through maintaining safe and effective consultation with children at all stages of design, testing and rolling out the CPP CFV material.

- Organize and deliver Focus Group Discussions (FDGs) with children before and design of CPP CFV to assess children’s feedback, identify key messages and to test before the launching of pilot. Ensure age-appropriate, inclusive (children with disabilities) and gender diversity approach.

- Design and deliver the TOT for the DOPS team and selected teachers from schools in the 1st and 2nd shifts.

- Work closely with SCI MEAL team to develop M&E tools and processes to monitor the implementation of the pilot and raw lessons learned before scaling up.

- Development of the content for IEC materials (leaflets, posters and cards) that can be used by children, teachers and families on the CPP.

- Finalize materials based on the feedback from children, DOPs and teachers.

- Develop a final report with evaluation of the whole set of activities and recommendations.

Job Requirements:    

- MBA in Education, CP and/or Human Sciences or higher diploma or certificate in related fields.

- Experience in teaching, monitoring and developing teaching materials in classes to children.

- Experience with adapting education and CP materials.

- Experience in designing and delivering training to teachers and state stakeholders.

- Demonstrated understanding of MEHE’s systems and Education in Lebanon context and challenges.

- Able to handle pressure well and work in cross-cultural settings.

- Fluency in written and spoken Arabic and English, French speaking is an asset.

- Staunch advocate of child protection and child rights.

Desirable not essential

- Experience working with MEHE/MOSA and local administration.  

- Experience working with Lebanese, Syrian and Palestinian children and teachers.
