Youth Assessment Team Member

Project Objective:

Through the Performance Management and Support Program for Lebanon (PMSPL II) project, Social Impact supplements the monitoring and program management efforts of USAID/Lebanon’s staff and verifies, monitors, and supports USAID’s program performance in Lebanon. PMSPL II runs from September 2015 through September 2020.

 

Project Description:

USAID/Lebanon has recently tasked Social Impact/PMSPL II with conducting a Youth Assessment. The purpose of this assessment is to examine and document USAID’s policies, strategies, and practices vis-à-vis youth at the program and activity levels. It is intended to be a comprehensive cross-sectoral assessment of the assets and needs of youth in Lebanon. It will serve as a tool to develop a country-based youth strategy, a new youth project for USAID/Lebanon, and/or to help different actors within the Mission to develop youth-related activities to achieve sector-specific, as well as cross-sector, strategic objectives. The proposed assessment will analyze the needs and resources of youth in Lebanon as well as the policies and programs that impact youth development. It will combine qualitative data about youth knowledge, perceptions, and skills with quantitative data on the status and performance of programs in different sectors designed to meet youth’s needs. The assessment will offer guidance about where and how to collect information and how to arrange this information by sector, linked to USAID policy and program priorities. It will map USAID/Lebanon’s current and planned programs in the country and look at how they might be applied or adapted to benefit youth sub-populations. The assessment will focus on specific areas and questions outlined in the USAID Guide for Youth Assessments and will be aligned with the USAID Youth in Development Policy. Findings and recommendations from the youth assessment will be aligned with, and integrated into, USAID/Lebanon’s Country Development and Cooperation Strategy (CDCS) for 2019-2024. 

 

Position Summary

Social Impact/PMSPL II is seeking a Lebanese* consultant to be part of the team conducting the Youth Assessment. The candidate should possess subject matter expertise in conducting cross-sectoral youth assessments and in-depth knowledge of key issues facing youth in Lebanon and the policies affecting youth development/opportunities in Lebanon.

The candidate should possess The candidate can be a senior advisor or researcher in the fields of youth and workforce development, youth policy, planning and development, etc.

 

 

* This position is only open to candidates with a Lebanese citizenship.

 

Responsibilities:

  • During the pre-field work period, work with the assessment team to develop a methodology matrix that will answer the questions raised by the assessment’s objectives.
  • During the kick-off period, work with the assessment’s Team Leader to finalize the interview guides and logistics for any field work that may be required as per the methodology matrix.
  • At the field-work level, assist the Team Leader in interviewing key stakeholders and/or carrying out focus group discussions that may be agreed as part of the methodology matrix and write summaries of these interviews and meetings to be included in the assessment report.
  • At the post-field-work level, work with the Team Leader to analyze the data, write up sections of the report, and assist in presenting the main findings to USAID/Lebanon.
  • Work with the Team Leader in drafting the assessment report
  • Support the assessment team in responding to USAID/Lebanon’s comments on the draft report and working towards submitting a final report.
  • Take on other responsibilities assigned by PMSPL II’s Chief of Party as needed.

Qualifications:
• Holds a Master’s degree in international development or a related field. A Ph.D. is a plus.
• Has an experience of 7+ years in working on donor-funded youth assessments and studies.
• Has an understanding of Lebanon’s current economic, social, and political system’s structure, strengths, and weaknesses.
• Is aware of the opportunities and obstacles facing youth in Lebanon.
• familiarity with USAID’s work procedures and guidelines is a plus. Is fluent in both English and Arabic.
• Excellent analytical and writing skills
• Is a team player and able to work closely and efficiently with the Team Leader and the rest of the team members.
