The Near East Foundation (NEF) is seeking a consultant to manage a project funded by the US Bureau of Population, Refugee and Migration (BPRM). The consultant is expected to assume the below mentioned tasks until the BPRM Senior Project Coordinator is recruited. For 100 years, NEF has worked to build more sustainable, prosperous and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. Working through a network of country offices and local partners, NEF currently operates in nine countries. Its programs are organized around three themes: Peacebuilding; Sustainable Agriculture; and Micro-enterprise Development.
Deliverables and main tasks:
This is a short-term consultancy based in NEF’s office in Beirut. The consultant has the responsibility to ensure the smooth management, and implementation of the objectives and activities of a US BPRM-funded project. The project aims to reduce household economic vulnerability and reliance on harmful coping strategies of Syrian refugee and vulnerable Lebanese families by increasing access to livelihoods and protection information and skills; and supporting the creation of home-based income-generating activities. The role also involves working with and monitoring two local implementing partners, and line managing Beirut and field staff.
Under the overall supervision of the Country Representative, the Consultant will have the following duties and responsibilities:
- Monitor project progress against plan and indicators in direct coordination with the M&E Officer
- Review Field Officers’ weekly action plans and reports and provide corresponding feedback.
- Visit the field sites regularly to provide guidance and monitor implementation.
- Work closely with the Project Evaluation Consultant to ensure consultant is meeting delivery deadlines and is receiving the needed materials from NEF.
- Supervise the Market Assessment to be conducted by a recruited consultant to ensure timely and quality submission of the assessment.
- Utilize project’s collected data, evaluation and market assessment to facilitate and prepare for a year 2 planning workshop.
- In collaboration with the M&E Officer, finalize the monthly report.
- Conduct regular budget revisions in coordination with the Finance Manager.
- Conduct monthly review of partner’s financial and narrative reports.
Key Qualifications:
- Bachelor’s degree or higher in development studies, economics, business development, law, social work, or other relevant field.
- At least 5 years of relevant experience with humanitarian and/or development organizations, including significant experience of working with implementing partners to deliver development interventions and/or humanitarian programs.
- At least 1 year of project management/coordination experience, including project planning, implementation and managing a budget.
- Experience working on livelihoods projects and/or SME-type interventions a plus.
- Experience working in remote locations, and leading/managing teams.
- Familiarity with US donor guidelines with specific focus on BPRM rules and regulations is a strong advantage.
- Knowledge of rights and protection issues of refugees, children and women, including solid experience working with vulnerable Lebanese and Syrian communities.
- Fluency in Arabic and English, both written and verbal.
- Excellent analytical, writing and communications skills.
