Syria/MENA Program

ICMP Syria/MENA program aims to establish the foundations for an effective and sustainable mechanism to address the issue of the missing in a future post-conflict Syria. The program will focus on:

1) Contributing to increased understanding among victims, civil society and key stakeholders regarding processes, standards and rights of victims and survivors who are involved in accounting for missing persons;

2) Establishing the conditions to launch a participative process of data collection that empowers and engages families of the missing; and

3) Increasing the capacity of Syrian families, legal experts and other stakeholders to foster an impartial and law-based approach to accounting for missing persons in post-conflict Syria.

The primary beneficiaries of the Syria program are families, in particular women, with relatives missing from the conflict, who are currently displaced in neighboring countries and, also where possible, those who are still in Syria.

 

Based in Beirut, the successful candidate will provide finance and administrative support to the MENA program to ensure the effective and efficient use of ICMP donor resources. This is an important position that requires sound financial and administrative organizational skills.

Under the overall guidance and supervision of the Head of Mission Support, the Finance and Administration Officer’s duties and responsibilities will include, but will not necessarily be limited to, the following:

 

1) Financial Management

  • Process and review financial transactions in accordance with ICMP Financial Regulations and Rules and ensure project and account codes and cost calculations are correct, funds are available and supporting documents are complete;
  • Ensure MENA program compliance with ICMP financial rules and regulations and donor financial management requirements;
  • Manage the MENA program Imprest accounts in accordance with the ICMP financial cash management policy and record transactions in the ICMP financial management system;
  • Ensure the timely payment of vendors/suppliers in accordance with agreed contract terms and conditions and conduct bank reconciliations (in conjunction with the Treasury Unit);
  • Assist in the preparation of budget proposals and revisions, as required;
  • Prepare financial reports for program staff and donors;
  • Monitor budget implementation/expenditures and recommend reallocation of funds as necessary;
  • Ensure that MENA program financial documents are maintained/filed in compliance with ICMP policy;
  • Assist the Head of Mission Support in developing and implementing systems and approaches to efficiently manage financial resources. 

     

2) Administrative Support

  • Provide administrative support to all activities related to the MENA program;
  • Provide advice and guidance to program staff on the application of the ICMP’s procurement and contracting policies and ensure procurement and contracting activities are conducted in compliance with the those policies;
  • Support program staff in the preparation of acquisition requests related to the MENA program in accordance with approved donor budgets;
  • Provide travel support and logistical arrangements for program staff and partner organizations related to workshops, conferences and seminars, including the processing of travel requests;
  • Support the management of ICMP facilities and maintain oversight of contracts and contractors to ensure current and future needs and services are delivered;
  • Assist in the recruitment of new staff from an administrative perspective and perform Human Resources (HR) related administrative tasks in close cooperation with HQ based HR personnel;
  • Perform any other related duties as assigned.

 

REQUIREMENTS

  • Post-secondary qualifications and/or training in Financial Management, Business Administration, is desirable;
  • Five to seven years of relevant professional experience, previous experience with international organizations is a distinct advantage;
  • Experience in finance, administration, human resources, procurement, asset management;
  • Professional demeanor, tact, discretion and ability to manage confidential information;
  • Professional fluency in English and Arabic/ knowledge of Turkish and Kurdish is an asset;
  • Competency in administrative and clerical duties;
  • Excellent organizational and communication skills.

 

Additional requirements:

 

  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point;
  • Experience working with financial management software solutions (e.g. Navision, Oracle, SAP);
  • Discretion, tact and professionalism;
  • Excellent verbal presentation and advocacy skills;
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Willingness & ability to travel and to work flexible hours including weekends and evenings;
  • Legally entitled to work in Lebanon (Lebanese citizens).

This is a full time position with a competitive base salary at the LES 6 level on the ICMP MENA/Syria Program salary scale, generous paid leave and extensive health insurance benefits for the incumbent and any eligible dependent.

This is a locally engaged position and is not entitled to the expatriate allowances.
