Community Protection Approach Officer

GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar financed by International Donors mainly in WASH sector.

 

GVC is actually recruiting personnel to cover the position of 1 Community Protection Approach Officer to support activities in Akkar.

 

Position Title:                    Community Protection Approach Officer

Reporting to:                    CPA Field Coordinator

Duty station:                     Akkar

Salary grade:                     G5/L2

 

Responsible for: 

  • Promoting community empowerment
  • Ensuring a positive and respectful work environment
  • Ensure proper implementation of all CPA process to meet project deliverables based on timeline, in coordination with Field Coordinator and Project Manager
  • Supervision, implementation and quality control of Community Protection Approach
  • Technical line management of Protection and Empowerment Workers

 

MAIN DUTIES AND RESPONSIBILITIES

 

The CPA is a methodology which comprises a context-specific process of multi-sectorial assessment and right-based analysis to determine immediate patterns of risks and analyze the degree of the population’s resilience against such risks. Throughout this, local protection strategies are elaborated and designed to increase the capacities and empower the communities and individuals, reduce exposure to harm and develop local strategies to increase protection from the impeded access to safe and dignified life.

 

  1. Community Protection Approach

 

    1. CPA data collection
      • Ensure proper collection of quantitative and qualitative data using GVC Protection Platform or any other relevant tools to ensure their accurate and timely submission;
      • Ensure all materials related to CPA activities are properly stored and recorded.

 

    1. CPA data analysis
    • Support the P&E Workers in the protection analysis of data collected during phase 1 of CPA (Data Collection);

 

    1. CPA implementation
  • Coordinate with Protection Officer to ensure continuous assessment and evaluation of activities within the CPA;
  • Provide timely the Multi-Sectorial team with information for a timely and qualitative response (community strategies, coping mechanisms, gaps, vulnerabilities);
  • Participate in weekly coordination with Protection Officer, Field Coordinator, Multi-Sectorial Coordinator to ensure proper management of field teams;
  • Participate in regular meetings with Protection Specialist, CPA Specialist and Program Manager;
  • Support the Protection Officer in liaising with other agencies to provide prevention and response services to addressed communities;
  • Support in advocacy and communication activities when required.

 

    1. CPA monitoring
  • Ensure proper planning and follow up on monitoring activities as per methodology.

 

  1. HR management/Coordination
  • Assist with trainings and development of staff capacities
  • Ensure daily support to field teams and coordination for CPA implementation;
  • Conduct regular field visits to follow up and provide support as needed
  1. Reporting
  • Provide constant feedback (i.e. weekly reporting) to supervisors on progress, lessons learned, achievements and gaps in compliance to GVC Community Protection Approach;
  • Ensure appropriate weekly planning and reporting to CPA Field Coordinator and CPA Specialist;
  • Contribute to and facilitate effective information management through the provision of disaggregated data on populations, problems and coping strategies.

 

QUALIFICATIONS

  • Master Degree in social science, sociology, anthropology or similar subject;
  • At least 3 years of previous experience in the humanitarian sector within community mobilisation;
  • Good knowledge of Microsoft Office, in particular Word and Excel;
  • Previous work in NGOs will be an asset;
  • Driving licence

  • Arabic and Fluency in written and spoken English
  • Good communication skills (with local authorities and communities)
  • Understanding of and commitment to humanitarian principles and values
  • Highly organised and able to work respecting deadlines
  • Passionate in the job, flexibility and willingness to work long hours
  • Ability to work in team with respect
  • Being flexible and with the ability to adjust to changes and new requirements

 

EMPLOYEMENT CONDITIONS

  • Contract duration: 8 months full-time with possibility to renew; according to funds and performance.
  • Required Starting Date: 1st of August 2019
