Consultant for to Conduct Training of Trainer’s Course on Plumbing

Instructions for submissions and Evaluation Criteria:

All sealed envelopes with technical and financial offers must be handed over to the security guard at the gate of Concern Worldwide’s office at the HDYS Building (Opposite Abdel Karim Rifai Petrol Station), Halba, Akkar, Lebanon, no later than 1100 Hrs on or before July 12, 2018. 

• Tenders should be submitted in an envelope marked “Quotation for Training of Trainer for Plumbing”.
• Name of the company must be visible on the envelope. Envelopes must be properly sealed. The financial bid must be sealed separately from the technical proposal.

Key Task:

• Finalization of training agenda with Concern Senior Engineer and Capacity Building Specialist.
• Delivery of one 15 days long (theoretical and practical) Plumbing course at designated venue. (Offers with special venues designed for similar purpose will be given preference).
• Provision of material to host 25 trainees as per TVET training plumbing Course devised by Concern.
• Provide needed materials for the trainees in the training i.e. stationary, handouts etc.
• Provision of pre-test and post-test score database of all participants.
• Follow-up visits to trainers providing training to the students over the period of 3 months in collaboration with Senior engineer and capacity building specialists.

 C    General  conditions:

1. Maintain regular communication with Senior Engineer, Training Specialist, ARC Project Manager and key stakeholders where necessary via direct meeting, telephonic and email for tasks covered in scope.
2. Any revision required in the agenda of ToT will be communicated to Concern for the approval.
3. Any change in work plan is subject to approval of Concern and identified stakeholders.

4. Deliverables:

1. Deliverable one: 1 TOT course on Plumbing (15 days/course) practical and theoretical sessions.

Activity 1: Planning meeting and finalization of Agenda

Activity 2: Database of course trainees.

Activity 3: Preparation of clear training plan aligned with Concern’s existing manual and materials with collaboration of Concern’s Capacity Building and Training Specialist and Concern’s Senior Engineer. Consultant can offer additional technical topics on agenda for value-addition and competitive purpose.

Activity 4: Finalization of evaluation criteria and learning outcomes for trainees with clear scoring system in collaboration with Concern relevant staff.              

2. Deliverable two: Identification of Venue and training materials:

Activity 1: Follow-up on trainers giving training to the students for the period of 2.5 months after the course

             Activity 2: Provision of comprehensive report on training activities and recommendations with           

             Pictures to Concern.

3. Deliverable Three: Technical Review of Concern’s Existing Manual.

Activity 1: Concern has already developed a manual. Consultant will be expected to review it and provide technical feedback on the usefulness of the manual.

5. Minimum Experience Required;

      Key experience and characteristics of the consultant(s):

Minimum 5 years experience of similar assignments to deliver Plumbing Courses

Excellent mock-ups and training material matching with the needs of 25 beneficiaries

Any Quality certificate or quality audit of applicant will be an advantage

Good interpersonal, verbal and written communication skills of Master Trainers in English and Arabic

Master Trainers should have more than 10 years of experience in teaching of Plumbing skill with solid background in supervising commercial projects.

       What to  submit for Technical Evaluation;   

Annex I – Technical proposal, which should have;

• One complete session (Arabic) with agenda, presentation and assessment test relevant to plumbing
• Picture of existing venue and mock-ups if applicable
• 15 days plan for delivery of Curriculum
• References

Annex II – Applicant profile and CVs of Lead Trainers, registration certificate, bank details

Annex III – Similar training experience from last three years with reference details of last two clients
