CALL for NGO Governance and Strategy Consultant

 

  1. Background

 

CARE is an international humanitarian and development organization without religious, political or government affiliation. CARE is committed to protecting and promoting the rights of vulnerable girls and boys, women and men and improving the lives of refugees and host communities alike.

CARE International in Lebanon (CiL) works at national, municipality and at community levels to develop customized solutions and ensure long-term sustainability as well as respond to basic needs. We design projects that fall into alignment with national priorities and can be owned by communities. Our interventions range across clean water, affordable sanitation and community healthcare and sexual and reproductive health rights programs, economic opportunities, and protection.  Across program areas, CIL’s activities are guided by a rights-based, holistic, gender-sensitive/transformative, and inclusive approach.

CIL has been operational in Lebanon since 2013 and works nationwide. Initially focused on filling humanitarian gaps, CARE’s response to the Syria crisis in Lebanon evolved into a comprehensive “one neighborhood” approach.

CIL is currently implementing a livelihood project whose core components are:

1.Engaging communities and enhancing social, psychosocial and economic skills and knowledge. This component mainly tackles the human capital of local communities, as well as the theory of change that stipulates the engagement of the local communities.

2.Stakeholder buy-in. Engaging and empowering local businesses and entrepreneurs with the aim of developing neighborhoods and working towards a better entrepreneurship environment. This component also tackles the Livelihood Economic Development dynamics to alleviate poverty and create jobs and income.

3.Promoting positive institutional and organizational change.   Supporting local communities in revitalizing their own potentials and dynamics. In parallel, CIL   assists local NGOs to increase awareness, participation, advocacy and local social and economic initiatives.

The project is implemented in partnership with Ruwwad Al Tanmiya, SHIFT Social Innovation Hub and the Tripoli Entrepreneurs Club (TEC).

Ruwwad Al Tanmiya is a regional non-profit community development organization working through education, youth volunteerism, and support to grassroots organizations.

SHIFT Social Innovation Hub is a community-based organization established in 2015 that aims at contributing to creating inspiration, learning, and sustainable socio-economic impact in Jabal Mohsan, Beb Al Tebenne, and Qobbe. It offers employability and business start-up support including incubation at its community center, which is located on one of the former fault lines in Tripoli.

TEC was launched in 2013 to create, foster and nurture entrepreneurial culture in Lebanon, with a focus on Tripoli. The partnership is guided in spirit and principle by the Charter4Change. The aim is to enhance the capacities of CSOs to deliver community support in an efficient, effective, sustainable, transparent, and participatory way.

In April 2019, CARE conducted an in-depth Organizational Capacity Assessment (OCA) of the 3 partners, which resulted in the identification of capacity building needs in many areas such as governance, strategy, human resources, etc.

2. Objectives

CARE is seeking a NGO Governance and Strategy Expert (consultancy contract) to conduct thematic workshops for the three local partner NGOs as part of their capacity building activities.

In collaboration with CARE Project Manager, the consultant will design and implement several Governance & Strategy workshops to meet the developmental needs of the three local partners. Workshops will be interactive and practical to ensure maximum impact.

The expert is required to have expertise in the following areas:

  • Governance structures of NGOs
  • NGO Strategy formulation and implementation
  • Project management (specifically in non-profit organizations)
  • Proven experience and technical ability to design and conduct high level workshops on the governance and strategic planning specifically in non-profit organizations
  • Coaching
  • Drafting/revising Standard Operating Procedures (SoPs) and strategies

Phase 1 – Workshops for NGO partners on Strategy and Governance structure

Conducting several workshops for partner NGOs to review and further develop their current Strategy including Mission, Vision, Objectives, Priority Areas, and Current and Planned Initiatives and their Governance structures to improve their governance models.

Phase 2 – Facilitate the formulation of a 3-year strategy and governance model including key priority areas and objectives for local NGOs

- Development of organizational strategy on industry best practice and overall strategic direction for the above local NGOs

- Development of Job Descriptions for Senior Management team 

- Review and support the development, as applicable, of NGOs governance structure, including statutes and bylaws, the roles of the administrative boards and the general assemblies, administrative and local control systems.

  1. Expected deliverables:
  2. Inception Report outlining proposed intervention including Agenda for workshops, outputs, etc.
  3. Detailed report on the Workshops outputs
  4. Providing documents as requested on both phases (Strategy, Structure, organigram, etc.)

The consultant will work for a period of up to 20 days. The assignment’s detailed work plan will be determined in consultation with BMZ Project Manager.

Other functions may be identified as part of the conceptualization and consultation process.

  1. Qualifications:
  • 5-10 years of proven work experience in a senior programmatic role with NGOs, preferably in livelihoods and economic development programs & establishing their strategies and governance systems
  • Holder of a Project Management Professional certification or similar project management certificates
  • Proven experience in projects funded by institutional donors
  • Master’s Degree in a social sciences field is preferable
