Shelter Assistant - Zahle- (2 positions)

RESPONSIBILITIES:

 

Assessment

  • Participate in beneficiary identification.
  • Participate in site selection according to internal criteria.
  • Undertake technical shelter condition assessments, preparing all necessary paperwork.
  • Conduct daily field visits in order to prepare a technical evaluation for the potential units and IS.
  • Sketch and draw plans for the shelter units and IS as needed.
  • Maintain and update a data base for each case (including individual and HH details if needed).

 

Design and Implementation

  • Prepare a complete Bill of Quantities (BOQ) for each shelter unit and IS technically evaluated on the field with the definition of items, describing the specifications, the quantity and the quality of materials required (including workers fees, machines renting, transportation fees, other).
  • Daily visit to shelter units assessing the quality and quantity of the work done by the contractor (very good knowledge of materials, specification and prices)
  • Ensure quality assurance of material specification and selection and robustness in design and construction, in compliance with the SSB Guidelines and catalogue.
  • Assist Shelter officer in scheduling Site improvement activities.
  • Assist design and facilitate site improvement (SI) activities.
  • Supervise daily workers from the community.
  • Take deliveries of materials and equipment

 

 

Communication

  • Liaise with local communities on site, in coordination with the Community Officer.
  • Assist in translation as needed.
  • Ensure that any issues in project implementation are communicated to the Shelter Officer, for quick follow up and resolution.
  • Ensure good quality workmanship, through clear explanation of the intervention to the Contractor on site.

 

Reporting

  • Ensure accurate and timely reporting of activities e.g. through weekly and monthly reports.
  • Ensure all paper work is accurate and correctly stored.
  • Prepare the weekly and monthly report for his/her sector of responsibility.

 

Logistics

  • Work within Medair’s recognised procedures for logistics and work with logistics staff to ensure items are procured, transported, stored, managed and accounted for correctly
  • Explain to the logistics officer the technical specificities of the expected materials required.
  • Ensure purchase requests for materials are shared with the support department in a timely manner to enable implementation of the project

 

 

Quality & Financial Management

  • Be aware of the potential for loss or fraud in logistical activities and procedures.
  • Pro-actively work to prevent such occurrences by working ensuring adherence to Medair guidelines on fraud prevention with relevant line managers to improve transparency and to ensure the best use of Medair assets and resources
  • Work within Medair’s recognised procedures in the area of finance and quality management

 

PERSON SPECIFICATION:

 

  • University degree in Architecture, Civil Engineering, or similar field
  • Minimum 1 year Post-qualification professional or practical experience. Management experience in a construction context.
  • Good working knowledge of geography and culture of the Beirut Mount Lebanon region, Knowledge of PwSN standards.
  • Strong working knowledge of Arabic and English (spoken and written)
  • Computer literate with good working knowledge of Microsoft Excel, Word and Outlook
  • Enjoys a challenge and works hard to achieve objectives
  • Passionate about serving the poor
  • Self-motivated and Enthusiastic
  • Team-player with good inter-personal skills, willing to share tasks and delegate
  • Encouraging, supportive
