Emergency Response Advisor / Civil Engineer


Key activities in your role will include

Objective 1 : To ensure timely and quality implementation of ECHO consortium construction activities 

  • Ensure timely identification of needs and provision of a multi-sectorial response to emergency shocks and Acute Unmet Needs.
  • Plan Emergency and Protection Response Plans’ construction related activities in the assigned sites. These can include (but are not limited to) rehabilitation and construction of irrigation channels, bill of quantities of the pertinent activities, technical specifications, mapping designs...
  • Follow up the construction and rehabilitation works of different irrigation infrastructure (Mechanical and Structural) in collaboration with the skilled and unskilled labour on daily basis to ensure the quality of construction work. Monitor the contractors work including the work plans and quality.
  • Manage the work of the Response Officers through task allocation, follow up and monitoring of the activities to ensure assistance is provided in an appropriate and effective way as per the project workplan and is in line with ACF and the Inter-Agency sector standards
  • Promote protection mainstreaming in all activities
  • Support in building relationships between Action Against Hunger, district authorities, municipalities, communities as well as with other partners and engage in negotiation and conflict resolution as needed
  • Support in the hand over the Emergency and PRP infrastructure to local stakeholders (municipalities, communities, etc.).
  • Ensure that participants are well supervised and organize the working groups and workplan of beneficiaries. Ensure safety procedures and rules are respected in the field by all workers.
  • Participate to engineer meetings, workshops, training and seminars organized by Donors or other partners, upon request of the line manager

Objective 2: Finance, Logistics and Administration  

  • Support the Protection PM in the organization of day-to-day logistics, and administration activities
  • Submit PRs following the time-frame and guidance procedures
  • Manage all related program equipment and materials in close consultation with the Protection PM. Maintain and ensure proper Project asset register.
  • Regular update of BoQ (update with final price as per PFU document)
  • Support the Protection PM in the supervision and control of expenses related with the activities of the project (procurement planning)
  • Support the Protection PM in ensuring the application of the log/kit forms and procedures pertaining to the supply chain, procurement, transport/movement

Objective 3: Monitoring and Reporting  

  • Prepare regular verbal and written reports on the progress of construction for the assigned sites to the Protection PM on the agreed frequency
  • Inform and report the anomalies and the challenges carried out during the implementation phase of the program.
  • Report weekly activities and transportation needs.
  • Contribute to Projects and beneficiaries’ data collection and reporting.
  • Reporting to Protection PM and HOB whenever required
  • Contribute to the context follow up: monitor the evolving context and flag any potential protection concerns with the PM, advocacy coordinator and liaison officer

Objective 4 : Security 

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5 : Support humanitarian activities of Action Against Hunger 

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  • Promote gender equality within the humanitarian and/or development work

Do you meet the profile required criteria?

Training/ Education:

Degree and/or Master Degree in Hydraulic Engineering (preferred) or other relevant engineer degree and development studies appreciated.

Key requirements & technical specific knowledge:

  • Dynamic, good team player, result oriented and professional humanitarian aid worker with experience of WASH/Shelter/FSL interventions.
  • We are looking for a problem solver, with a flexible mind-set, the ability to deal with practical solutions and to think strategically. 
  • Technical knowledge in calculating and implementing and supervising construction and engineering interventions;
  • Significant experience in working in collaboration with local partners, government bodies, and INGOs;
  • Good knowledge of project cycle management;
  • Technical knowledge in analyzing the data collected from the field 
  • Ability to identify possible new activities and elaborate proposals for new projects, as well as the ability to report adequately to managers.

Previous experience:

  • At least 3 years’ experience in engineering work, and at least 1 years’ experience in implementing FSL, Shelter and/or WaSH projects in humanitarian context in the NGO/INGO sector.
  • Specific knowledge in labour intensive interventions is an asset.
  • Humanitarian sector knowledge:
  • Knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country

Action Against Hunger knowledge:

Previous knowledge of Action Against Hunger policies, strategy and previous interventions in the country or middle-east region are an asset

Languages:

  • Native Arabic compulsory
  • Fluent level of written and spoken English

IT and specific systems:

  • Windows domain
  • Autocad and GIS software
  • Compulsory expertise in Excel.

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Salary: from 1930 USD to 2294 USD  gross per month according to candidate’s previous experience (according to standard list of Action Against Hunger - Spain).
  • Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.
  • LBP 8,000 daily transportation allowance on working days
  • Social security registration and NSSF family allowance if eligible
