Program Admin and Entry Assistant - FOR NATIONAL CANDIDATES ONLY

Background/IRC Summary: Founded in 1933, the International Rescue Committee (www.theIRC.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 25 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.

The IRC is implementing protection programming in Beirut/Mount Lebanon, South Lebanon, North Lebanon (T5 and Akkar), and North Bekaa during 2017.  The programming includes protection monitoring and information dissemination, legal service provision, community mobilization, support for district-level coordination and case management for high-risk protection cases in specific areas, emergency cash for protection cases and protection mainstreaming with internal and external stakeholders.  The protection program seeks to promote a protective environment for adults and children.        

 

Job Overview/Summary: Reporting directly to the Protection (Livelihoods) Manager, the Program Assistant will support the smooth running of the Protection emergency cash program by liaising with all relevant staff and supporting their finance and procurement requests.  The position is extremely important to ensure smooth communication between departments, and timely completion of administrative requirements related to all aspects of program implementation.

 

Major Responsibilities:

  • Liaise with protection emergency cash and protection mainstreaming staff in Beirut and Akkar to understand and support finance and procurement needs related to program implementation.
  • Liaise with Finance and Supply Chain staff to ensure that the finance and procurement needs of the emergency cash and protection mainstreaming are met, in a timely and comprehensive manner.
  • Support weekly transport planning for Beirut/Mount Lebanon staff.
  • Receive soft copies of procurement and payment requests, transfer them into the hard copy request booklets (or using the online procurement system, as required) and follow up technical and financial review, and final approval.
  • Provide field support for emergency cash teams when required (risk assessments, data entry EC databases,  short term outcomes, field distributions, BoB transfers)
  • Support logistical organization of events in all regions, as required.
  • Support preparation of travel authorization request documents for staff located in Akkar, as required.
  • Perform other duties, as needed or requested by the supervisor.

Internal: Emergency Cash team (ML and Akkar), Protection Mainstreaming team (ML and Akkar); Supply Chain Manager, Officer and Assistant; Legal team (Akkar-ML); Procurement Officer; Finance staff (various).

External:  None

 

Job Requirements:

  • At least one year of prior professional experience in a similar post, preferably with an international organization;
  • Excellent attention to detail and commitment to following up tasks until completed;
  • Excellent organizational and time management skills, and demonstrated ability to meet deadlines;
  • Solid English language skills desirable;
  • Computer literate, familiar with microsoft office, experience in document design and layout;
  • Good interpersonal skills and ability to work as part of a team, as well as independently; and,
  • Flexible and able to work in a dynamic and diverse environment.

 

Working Environment:  Standard office work environment and IRC assets will include; internet connection, electricity, personal laptop and work phone. This position could be located in Beirut, Tripoli or North Beqaa.
