LRPS-2019-9150427 for a study of the Education of Stateless Children in Lebanon

Lebanese law does not establish a specific framework for dealing with the status or rights of stateless persons, namely they are dealt with under the laws applicable to other non-nationals. However, in practice, their enjoyment of rights is more limited than those of foreigners who legally reside in the country, due to their general lack of legal status and documentation. Additionally, in some areas the law excludes stateless persons from access to certain rights enjoyed by foreigners either because their country of nationality (in this case, none) does not provide reciprocal treatment for Lebanese nationals or due to specific limitations for persons who do not hold the nationality of a ‘recognised State’. 

 As a consequence, stateless persons do not have access to formal identity documents, residency rights, formal employment, public health services, inheritance, property rights and civil registration, including birth and marriage registration. Consequently, they are not able to move freely without risk of arrest and detention due to their lack of documentation and legal status.
