Project Engineer Quality Instruction towards Access and Basic Education Improvement” QITABI-2 Program Background USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI -2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools. World Learning has an immediate vacancy for its Beirut-based “Project Engineer” for the USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI -2) in Lebanon. Position Summary: The Project Engineer will be responsible all non-structural upgrading works undertaken under the project, the preparation of assessments reports including preliminary design and cost estimate, detailed specification, and the development of the required tender documents. S/he will participate in selection of service provider, provide supervision services for the implementation of the works assigned to the contractor at the designated sites. The ideal candidate will ensure the timely delivery of the project and will always maintain impartiality and neutrality in dealing with all stakeholders. Scope and Responsibilities • Supervise the implementation of the technical components of the project contracted; ensure proper activity implementation, full compliance with required standards and specifications • Review requests for non-structural upgrading works, carry out assessments and prepare reports with recommendations for follow up actions • Liaise with the project stakeholders, develop plan of required activities needed • Assist in the provision of technical input to the preparation of tenders, before and during bid evaluation process and in the preparation of the contracts award approval documents • As tasked by the Director of Programs, supervise the works, and administer the execution as per the contractual provisions and the design specifications to ensure the works are completed on time, within budget and up to quality standards • Assist in the preparation of project/contracts related documentations such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports • Advise on good upgrading practices, good environmental management practices, and appropriate health and safety standards • Represent QITABI-2 in project implementation activities in the field, as directed by QITABI Management in order to ensure that World Learning and USAID procedures and the standards adhere to all project implementation activities • Support the project team in any other matter as required. Requirements • Master’s degree in civil engineering or any other relevant field • At least 5 years of experience in infrastructure projects direct engagement • Experience in supervision of civil engineering activities • Good organizational and basic project management skills • Excellent reporting skills • Ability to manipulate and work on AutoCAD and other engineering software • Work experience in post-conflict/ fragile environments and hardship is desirable • Fluency in English, both verbal and written as well as fluency in Arabic is required. Knowledge of French is an asset • Strong computer skills in MS office – especially PowerPoint, Excel, Word, and Outlook World Learning is an equal employment opportunity committed to increasing the diversity of its workforce.
