Junior Technical Advisor – M 1 UDPNL

A. Required qualifications, competences and experience
Qualifications

  • Bachelor or Master's Degree in Political Science, Social Sciences, Public Administration or Social Work
  • Proven knowledsge about Governmental institutions especially the Ministry of Education and Higher Education / DG VTE, international organisations and NGOs in Lebanon
  • Proven knowledge about Vocational and Technical Education or livelihood programming

 
Professional experience

  • Minimum 3 years of professional experience in planning and implementation of vocational training programs or livelihood programs
  • Proven experience in youth outreach / community outreach
  • Advisory experience in Lebanese public institutions
  • Good knowledge about the institutional setup within the vocational training sector in Lebanon
  • Good knowledge about the labour market and labour marker needs in Lebanon
  • Working in youth programmes
  • Exceptional working experience with ministries in the education sector, other governmental organisations international organisations or local NGOs 

 
 
Other knowledge, additional competences

  • Ability to understand complex interactions between different stakeholders and sectors
  • Awareness and knowledge about the situation of refugees and host communities in Lebanon and vulnerable persons / “do-no-harm” approach in implementation of activities to avoid tensions between host and refugee communities
  • Very good administrational and organisational skills
  • Very good writing and communication skills
  • Very good working knowledge of ICT technologies (related software, phone, email, the internet and computer applications like MS Office)
  • Native in Arabic, excellent knowledge of English, knowledge of the German language is a strong asset
  • Willingness to travel to different project locations in Lebanon
  • Excellent social skills and teamwork skills

B. Responsibilities
The position holder is responsible for:

  • Establishing and maintaining contacts with public TVET schools / principals and private companies in vocational education under instruction by M 1 staff
  • Maintaining a good flow of communication and information between all involved institutions, counterparts and the GIZ UDP_NL team
  • Supporting and planning outreach activities to youth and women
  • Support in planning and monitoring of vocational trainings
  • Elaborating terms of reference for consultant missions / consultancies
  • Data collection to reach the deliverables
  • Supervising achievements of results and indicators based on the programme´s monitoring system
  • Serving the programme´s knowledge management system, documentation of activities and other related tasks
  • Drafting and finalizing programme documents, reports and provide advice to GIZ team and partners upon request

 
In this context, the position holder fulfils the following tasks:

Tasks

Advising partner institution(s)

The position holder

  • maintains cooperation with relevant public authorities, other crucial organisations and stakeholders upon request by UDP_NL team
  • maintains cooperation with public TVET schools in North Governorate
     

Coordination and implementation tasks

The position holder

  • supports in outreach activities to identify potential trainees
  • supports and maintains a database of trainees in accordance with GIZ Data Privacy regulations
  • monitors attendance and drop out of trainees
  • prepares and implements events related to programme activities
  • assures that project visibility is in place
     

Networking and cooperation

The position holder

  • assists in visibility activities and cooperates with local communities, relevant organisations, non-governmental agencies and individuals
  • communicates the programmes objectives
     

Knowledge Management

The position holder

  • compiles reports and overviews illustrating achievements especially needed for the M&E-System established for UDP_NL  
  • develops implementation plans
  • assists with research activities
  • translates documents from Arabic for internal use if requested by the team
  • supports in administrative tasks
     

Other duties/additional tasks

The position holder

  • represents the interest of the GIZ and always acts on its behalf
  • conducts other relevant tasks upon  request
