Project Manager x 2 positions (Bekaa and Mount Lebanon)

The Project Manager will be in charge of overseeing the implementation of all education activities at governorate level, narrative and financial progress reporting, managing the partnership with the local partners and authorities, ensuring qualitative and quantitative compliance with donor requirements. S/he will play a key role in the implementation of TDH’s education strategy and in the development of new projects.

 

Line manager: Education Programme Manager

Line manages: Education Field Activity Coordinator

 

In particular she/he will be in charge of:

Project implementation and reporting:

  • With the support of the Field Activity Coordinator and technical support team, define the project workplan and implementation strategy;
  • Lead regular project monitoring meetings, proposing corrective activities where needed;
  • Support the Programme Manager in preparing interim and final reports as requested by the Donor, and any further report which may be requested
  •  Monitor, with the support of the Security Manager, the situation in the areas of activity to ensure smooth implementation

 

Financial management: with the support of the administrator, the PM is responsible for:

  • Act as the budget holder for all education interventions at governorate level
  • Define quarterly and monthly plans of expenditures according to the project’s budget and the plan of activities
  • Monitor the expenditure pace and ensure its compliance with the project document and the yearly/quarterly plans
  • Ensure compliance with TDH IT internal financial and administrative procedures
  • Provide administrative information 

 

Managing the relationship with local stakeholders:

  • Present the project to the Lebanese Local authorities and communities in the areas of intervention
  • Draft, negotiate the MOUs with local partners/local authorities in Lebanon, stating roles, tasks and responsibilities of both parties
  • Where appropriate, identify potential new partners in the area

 

Coordination and Representation:

  • Attend coordination meetings, working groups and clusters with NGOs at the area level
  • Facilitate and, where needed, lead field visits by donors, journalists and other stakeholders
  • Provide regular updates to donors at the area level and take any other action needed to facilitate the ongoing positive relationship with the donor

 

MEAL (In coordination with the MEAL Department):

  • Support in the development of the project(s) monitoring plan and ensure the quality of the monitoring information (assessment, SDQ, CPA, FGD) collected in the field
  • Improve protection threats analysis & monitoring, information sharing and advocacy: he/she ensures an in depth analysis of data collected by MEAL Department, Child Protection team and other child protection actors in the area of intervention
  • 5.3 Ensure that field teams are familiar with methodology for monitoring and ensuring the accountability to beneficiaries

 

Fundraising and Programme Development

  • Support the Programme Manager in developing new project activities/areas of intervention
  • Support the Programme Manager in developing new proposals for project funding

 

HR Management:

  • Draft the TOR of the project's staff and taking part to their recruitment
  • Responsible for the overall coordination of the project staff in line with TDH standards and procedures providing technical and operational supervision to the Field Activity and Area Coordinators
  • Identify possible areas of weakness and plan for on-the-job trainings in coordination with the Delegation's experts

 

Logistics:

  • Coordinate the timely submission to the Logistics Department any Purchase Request and Purchase Order related to the activities
  • If requested, take part to the ITB evaluation committee
  • Prepare a detailed Procurement Purchase Plan (PPP) including all the needs (refreshment, transportation, materials, stationaries, etc.) related to the implementation of the activities

 

Communications:

  • In coordination with TDH’s Communications and Advocacy Manager, ensure that the donor visibility requirements of the project are met
  • ontribute to press visits, interviews and project success stories as required

 

Finally, the PM will be responsible to ensure the donor, TDH IT and local partners, if any, of the following:

  • The intervention respects the dignity and autonomy of the people involved;
  • The intervention respects the donor’s guidelines, regarding disability, gender-related issues, child protection standards, and communication modalities;
  • The intervention is in line with TDH Italia management procedure in respect of the Code of Conduct, concerning the pursuit of children's rights, impartiality, neutrality and independence of the humanitarian action operating with no discrimination of religious, political and gender nature, and promoting the equality of individuals.

University Degree • Perfect Command of the English (written and spoken) language. knowledge of Arabic is an asset. • 3 to 5 years of experience in managing mid-term interventions abroad (of which at least 2 years of work experience in Middle East and at least 3 years in similar positions, preferably managing UN-funded actions) • Perfect knowledge of all the phases of the PCM and the main institutional donors' procedures. • Ability to work in partnership with local organizations and under stressful conditions • Ability to work in team • Problem solving skills • Good IT skills with high proficiency in word and excel
